This is more sleight of hand by the Clinton Crime Cult.

When I worked for Illinois State Highways, they caught one of the contractors cheating on the road base. There was supposed to be six inches of #2 gravel under the concrete. In some places there was only two inches. In others it was mixed with junk such as ground up car batteries.

The fines were so heavy they went bankrupt and reopened with a new name.

The corruption is endemic. ;)
