California public education has always been bad. Schools in Texas under segregation in the 1950s were far superior to California's more lackadaisical approach. But they have rapidly declines since the Vietnam war era.
30 years ago White kids in wealthy suburbs could read but refused to read books. In 2000 I was running a warehouse for an Internet sale firm. They hired White and Latino high school grads as well as illegal aliens with 6th yo 8th grade educations. California public school grads had trouble with the alphabet, more so than illegal aliens.
California working class kids with high school degrees did not understand that if they had a book entitled Dog that if they were in front of C Cat they had to move to their right, and if they were in front of E Elephant they had to move to their left.
