Thucydides Trap means war is inevitable as a rising power challenges the dominant Empire.

Yemen shot down a $30 million CIA Reaper drone with a cheap missile. America could not invade Yemen and defeat them.

Israel basically threatened the US by saying if we didn't do anything about the Houthi's they would. Would Israel actually nuke Yemen? Because there isn't really anything else they could do about them.

Israel does have some subs but I don't think they are capable of land attacks.

Mining would be considered reckless and a danger to all shipping, and the Houthi's apparently are only targeting Israeli shipping right now. And sea mines would probably be relatively easy to destroy anyway.

Some sea drones could be made for the task. Something with a magnetic or acoustic sensor and maybe capable of submerging. Just motor it around, either automously or by remote control and bang into the targets until they detonate. Would be an interesting engineering project. Though if any US defense contractors make it they will probably end up costing $4.3 million each.
