The first part is an actual math problem from the old days. I decided to write about it today after I just paid 68 cents for a first class stamp at a postal annex:

Billy had 75 cents. He went to the post office and bought 5 first class stamps for 5 cents each. And he bought 4 post card stamps for 3 cents each.

(New part.) Billy decided to buy cokes (10 cents each) and Hershey bars (5 cents each) for himself and his friends Sam and Jeff.

He had 3 cents left over.

The question is: what year did this happen?

Hint: Those were silver quarters he spent.

In 1970 Cokes were 15 cents or more in the vending machines everywhere.
