It appears this was edited from an original video where Biden said something inaudible to a very young child that was being held by his mother while the mother was recording.

That vid brings back memories from working concerts in Chicago in the 80s and 90s, and especially from the trip to Saugerties, NY for Woodstock 94.
We had ALL ACCESS wristbands. Those were our meal tickets. We would go in line for breakfast and they would change the guard taking meal tickets. We would go thru and eat and then go thru again since those guys had never seen us. We were doing all we could to get as much food as possible.
One time we ate the night crews' lunch and they had to replace it. LOL
