They're both ignorant, the blind leading the blinded.
He also doesn't realize that the Israel in that verse is not the same Israel that exists only geopolitically today, and is clearly ignorant as to the history of the tribes.
He clearly also picks and chooses, as these types do, the verses that are convenient for their heresies while ignoring all of the others.
Two verses later it starts clearly, ...

BTW, he also doesn't realize that those calling themselves Jews today are the same ilk that Jesus himself identified as "sons of hell" and "whose father was the devil," and later on as "the synagogue of Satan."
