Out of curiosity, what makes you think that?
No scientific data on weaponized EMP. All theory. And very little of that.
There's a LOT of info out there, even on Wikipedia.. And there are other articles on it such as this one.. How Electromagnetic Pulse Attacks Work There are many more if you look.

Of course, electromagnetic pulse exists. Take any electromagnetic field, as in an electric motor, and pulse it...voila, an electromagnetic pulse. Easy to replicate if you have the inclination...I don't...lol...better things to do. The key word in my statement is "weaponized". Again, there are no weapons that create any kind of significant damage, to make them useful to our military. Ask google if the United States has EMP weapons in the arsenal...all you get are non-answers. Here's the very top answer I got from a .gov site... Please note the words "reported to"... Well, we either have them or we don't. I vote "we don't"...but that's just silly old skeptical me. I could wax on about the insufficient data that prompted this first ever investigation: I downloaded the pdf but it's a real snooze fest, loaded with conjecture and what I believe is outright mockery from the contributing sources within the DOJ. The EPRI, acting mainly on behalf of their shareholders, just seemed indifferent to their findings.

How Electromagnetic Pulse Attacks Work Tom Harris with Howstuffworks says, "The United States has NNEMP weapons in its arsenal". He promises! Cross his heart and hopes to die! Dang it, he means it this time! He writes: "...was being tested as of 2022". Being tested? But in the arsenal? Shouldn't they wait to put weapons in the arsenal that are fully tested, with data out the wazoo? He further states: "Most likely, this type of weapon would affect a relatively small area — nothing on the order of a nuclear EMP attack — but it could do some serious damage". Most likely? Small area? Could do some serious damage? What does that mean?

Several nations, with United States at the forefront, are reported to have developed non-nuclear bombs capable of generating EMPs.
