Out of curiosity, what makes you think that?
No scientific data on weaponized EMP. All theory. And very little of that.
There's a LOT of info out there, even on Wikipedia.. And there are other articles on it such as this one.. How Electromagnetic Pulse Attacks Work There are many more if you look.

And thats also what kinda makes small scale of this style pointless. Possible yeah. Their are working prototypes. But what damage that could be done... just uses boom. 50 cents of boom can get er done just as effective as a million dollar future weapon... that is perpetually needing testing and experimenting on , ya know.. them poor boeing,lockheed,grumman MIC boys gotta eat too. Nah, if military want to do this it is a full bore thing , N day.

I'm guessing it would be used to take out a local power grid. A HEMP (High-Altitude Electromagnetic Pulse) generated by a nuke would affect a continental sized area in comparison.
