You have to remember "The United States Isn't a Country, It's a Corporation". Also, DC the 10 square miles of the Federal govt is "foreign to the States". So what did they call them ? Foreign malign influences or something? is probably just more legalese, occult terms/word games referring to the people of this country who were declared enemies of the state in 1933, and who have been deceived into believing this government was founded of them, by them and for them.
