Khalino Air Base was a key Russian stronghold, packed with advanced defenses and home to devastating glide bomb campaigns. No. They are using American crews to run HIMARS. The US has lost lots of personnel to Russian strikes against HIMARS and other targets. The Ukrainians don't have the training to run HIMARS.

They are using American crews to run HIMARS. The US has lost lots of personnel to Russian strikes against HIMARS and other targets. The Ukrainians don't have the training to run HIMARS.

I did find an article from Council on Foreign Relations that says American crews are providing maintenance for the ATACMS systems to prevent them from being sent west to NATO country for that work to be done. ;)
