That would total abut 800 billion or 1.6 trillion, depending on if only income tax payers are rewarded or if all citizens are.

Yes, the political impact against D's would be enormous, but the more serious effect, perhaps what Musk is looking for, is it would get Americans excited about cutting gov waste as they'd expect more such "dividends" as further rewards.

That benefit could well be worth the initial cost.

Trump, use that money to pay down the debt. Injecting it into the general economy will only cause more inflation.

I would be stupid not to cash a $5000 check, but I would be naive if I thought it was some sort of refund.

CONgress has the power to erase the national debt in one fell swoop by authorizing a bill which will pay it by minting one coin with that value attached to it. But not one of them has the guts to do it. ;)
