The figure, published on June 5 by ArmyInform citing an unnamed senior NATO official in Brussels, suggests that around 975 of those daily losses are killed in action. ISW noted this rate is far higher than the typical 1:3 killed-to-wounded ratio usually seen in combat. According to the NATO official, the alliance recorded approximately 160,000 Russian casualties — both killed and wounded — between January and April 2025. ISW also recalled that on May 13, Ukraine’s Commander-in-Chief Oleksandr Syrskyi reported that Russia had lost around 177,000 troops since Jan. 1, with average daily casualties reaching 1,351. While that figure is below the record high of 1,523 reported in Nov. 2024, analysts stressed that Russia continues to burn through manpower at a scale far out of proportion to its modest territorial advances. Deputy Head of Ukraine’s Presidential Office Pavlo Palisa said on June 4 that Russia seized only 0.4% of Ukraine’s territory in 2024, and just 0.2% so far in 2025 — broadly in line with ISW’s assessments. He also noted that Russia is losing roughly 167 troops for every square kilometer gained. ISW concluded that Russia is unlikely to sustain such heavy human and material losses for minimal battlefield progress and that these costs are unlikely to produce meaningful or rapid gains in the future. Meanwhile, the Kremlin continues to falsely present itself as open to peace talks, despite showing no willingness to make real concessions. Vladimir Putin used his first phone call with Pope Leo XIV to claim — without evidence — that Ukraine is escalating the war, while portraying Russia as committed to a “political and diplomatic” resolution. Kremlin spokesman Dmitry Peskov said Putin thanked the pope for the Vatican’s readiness to assist in resolving the war. Notably, Putin offered no concessions and made no indication that the Kremlin is prepared to abandon any of its demands — which ISW emphasized amount to Ukraine’s full capitulation. The Kremlin statement said Putin told the pope that any potential resolution must address the “root causes of the war,” echoing long-standing propaganda that falsely blames Ukraine for Russia’s invasion. Russian officials have repeatedly claimed these “root causes” include NATO’s supposed violation of pledges not to expand eastward and alleged discrimination against Russian-speaking minorities in Ukraine. On June 3, Deputy Chair of Russia’s Security Council Dmitry Medvedev stated that Russia seeks a “swift victory” in Ukraine and the “total destruction” of the Ukrainian government, ISW recalled. Analysts concluded that the Kremlin remains fundamentally opposed to meaningful peace efforts unless those efforts result in full compliance with Russia’s demands. Putin’s call with the pope, they said, likely forms part of an ongoing strategy to stall diplomatic efforts by falsely portraying Russia as a constructive negotiator — while attempting to gain leverage through further battlefield advances.
