James Paul Warburg testified before the U.S. Senate Committee on Foreign Relations on February 17, 1950, during a hearing on the revision of the United Nations Charter.
At the time, he was appearing as an individual and stated that the central question of the era was not whether a unified world would emerge, but whether it would come about through peaceful means or by force.
His testimony included the statement: "We shall have world government, whether or not we like it. The question is only whether world government will be achieved by consent or by conquest".
Warburg was a member of the Council on Foreign Relations and had previously served in U.S. government roles, including as Special Assistant to the Coordinator of Information during World War II.
In 1950 Stalin was running the Soviet Union, Mao running China and Warburg thought a global government would be just fine. He was an adviser to FDR who starved 3 to 4 million Americans to death in the 1930s. His father was Paul Warburg
