Slachtoffers van een ramp krijgen alleen nog in uitzonderlijke situaties schadevergoeding van de overheid. Dat kan alleen nog maar als de gedupeerden redelijkerwijs geen verzekering konden afsluiten, de schade nergens te verhalen is en hun zelf geen blaam treft. Slachtoffers van rampen kregen tot nu toe soms een ruime vergoeding van de overheid, hoewel ze zich hadden kunnen verzekeren. Volgens het kabinet denken mensen vaak dat de overheid toch wel betaalt. Maar de keuze om onverzekerd te blijven, mag niet op de samenleving worden afgewenteld, vindt het kabinet.
