A federal Department of Homeland Security agent passed along information about student protests against military recruiters at UC Berkeley and UC Santa Cruz, landing the demonstrations on a database tracking foreign terrorism, according to government documents released Tuesday.

The documents were released by the American Civil Liberties Union, which filed a Freedom of Information Act request on behalf of student groups that protested against recruiters who visited their campuses in April 2005.

The students were angry when they turned up in the database of a Pentagon program called Threat and Local Observation Notice, or TALON, which the government started in 2003 as a way to collect data that could help stop terrorist attacks. Officials have acknowledged that the reports on protests should not have been included.

In the Santa Cruz and Berkeley reports, the source of information was listed as an agent for Homeland Security's Federal Protective Service. The reports were filed by the 902nd Military Intelligence Group, the Army's largest counterespionage unit.

"This raises questions about whether the Department of Homeland Security tasked somebody to gather information about anti-war activities," said Mark Schlosberg, police practices policy director for the ACLU's Northern California office.

Dennis O'Connor, a spokesman for the Federal Protective Service, said his agency protects 9,000 federal sites. Agents disseminate publicly available information about protests, he said, but do not investigate them or their organizers, spy on them or try to hinder them. He said he did not know how the information ended up in the terror database.

"If we're not aware of what's going on around us, we can't do our job effectively," he said. "Even if a protest is going to be peaceful, we have to be aware of it."

The reports say the FBI's Joint Terrorism Task Force in San Francisco had been briefed on the protests. FBI spokeswoman LaRae Quy said the agency had taken no action related to the protests.

The report on the Berkeley protest said the Homeland Security agent received an e-mail on April 18, 2005, announcing a "counter-recruitment" and civil disobedience action three days later, when recruiters would be at a career fair. In a section titled "Agent Notes," the report states, "There is a strong potential for a confrontation at this protest given the strong support for anti-war protests and movements in the past."

NBC News revealed the database in December. The Pentagon acknowledged that the protest reports should not have been included in the database, which now has more than 13,000 entries.

The reports "have been removed," Pentagon spokesman Greg Hicks said Tuesday.

Schlosberg said the ACLU is seeking further information. In the documents released Tuesday, the government blacked out the source of the e-mails to the Homeland Security agent.

As you said, nothing will get going until kids are dragged outta their cozy homes to fight in the ME.

Unfortunately. bush and company have a huge man-power pool to draw from w/o instituting the draft. I refer to reserves, NGs, and class I, class II and even class III military retirees.

I'd like to see some figures on actual illeagals in the military. When I was a 'cruiter the only way we could put a non-citizen in, is if they had a green card. Have these requirements changed?

Better information and commentary here -

The first soldier to die in the latest US war, the war on Iraq, was a Latino- American, and one of the first captives in this war was an African American female from Georgia. When we look at the ethnic composition of US soldiers, we see a high percentage of Latinos and African Americans. There is no corresponding numbers of Asian Americans.

The word was circulated in US/Mexico border states that the US was recruiting Mexicans into the military with the promise of citizenship to those who enlisted, and many young Mexicans went to the US embassy and recruiting stations seeking to enlist if the promise were true. The US later released a statement that this promise of citizenship was not true.

Rather than staunching the tide of recruits that tide kept coming, especially after a number of Latinos were killed or wounded. For they saw that those killed were awarded posthumous citizenship, and those wounded were awarded actual citizenship, with the benefits of their military services.

Beyond military recruiting at American high schools and colleges, the US is also recruiting in Border States to get young Mexicans to enlist in the military. These young people feel their chances of becoming a citizen of the US are better if they enlist and fight. While the US has disclaimed any promises of citizenship, this enticement is, no doubt, still there whether it is being explicitly offered or implicitly dangled before them. So young Mexicans are enlisting in the US military, and as we can see, they are dying in the US military.

This recruitment of Mexicans to fight in the US military raises ethical problems that should trouble our leaders. Why should a nation recruit foreigners to fight its wars? When a war is unjust mercenaries and proxies are the standard methods of fighting such wars? It does not matter historically that this has occurred, the fact is that when US citizens are in the US military and are dying openly, our leaders and our people think more carefully before cavalierly marshaling our forces into a needless battle, like Iraq.

With US citizens in war, our leaders are still callous about their lives because they have no children, relatives, or friends on the battlefield. But with non-citizens from countries such as Mexico fighting and dying for the flag, that fuels their callous fire even more.

Our political leaders, who mostly have no shame about matters that are utterly shameful in which they involve this nation, ala Bush versus Hussein, need to be watched and tethered closely to certain principles, lest they act precipitously and personally, plunging this nation into battles that kill Americans and other people, as they glory in war and the beauty of their military killing machinery.

With Afghanistan and Iraq not nearly finished, arm-chair, battle-thirsty old men in the White House have announced that Syria has weapons of mass destruction and is harboring terrorists. Hence, they are marshaling their rhetoric against that state for a future marshalling of military forces against it.

This nation under George Bush of Texas and Dick Cheney of Halliburton has become a war-like nation, but it cannot fight the many battles these warriors by proxy want to fight using mercenaries, whether they are paid in dollars or in citizenship. For as long as others are dying, non-Americans are dying, we will fight war after war in the name of preemption, in the name of terrorism, in the name of homeland security, in the name of liberating others from dictators and self-appointed leaders, in the name of installing democracy, in the name of any other seeming noble rationale as long as our unspoken but certain end is met--avarice and power.
