Kremlin will favour Norwegian firms to develop Barents Sea field after differences with Bush scupper Russia's bid to join WTO

Sunday July 23, 2006

President Vladimir Putin is set to keep US oil companies out of a lucrative gas field in the latest sign of the deteriorating relationship between Moscow and Washington.

The Russian leader is expected to favour Norwegian companies and reject bids by America's Chevron and ConocoPhillips after failing to secure backing from the United States for his country's attempt to join the World Trade Organisation.

The tit-for-tat snub will be a blow to US companies scrambling for access to Russia's huge gas reserves at a time of high energy prices. It comes after Putin failed to resolve differences with US President George Bush over trade and human rights at the G8 conference in St Petersburg last week.

The two leaders were barbed about each other's democratic records at a tense G8 press conference. Putin later publicly praised Norsk Hydro and Statoil, the Norwegian firms that are competing with US companies for a role in developing the highly prized Shtokman gas field.

'There is very little chance the American majors will win that tender now,' a Russian oil analyst said yesterday. 'Putin was hoping WTO membership would be wrapped up in time for St Petersburg. The failure to do that is a blow to his prestige.'

A final decision on awarding the contracts - which involves extracting and transporting gas from Shtokman in partnership with Gazprom, the Russian state-controlled company - was also originally expected before the G8 summit but has been postponed until next month at the earliest.

As well as the US and Norwegian companies, Total of France is also on the shortlist to develop the 3.7 trillion cubic metre gas field, which is located in the Barents Sea, near the Arctic Circle.

Igor Shuvalov, a Putin aide, warned in April that the US firms' chances of participating in the undersea drilling project were tied to US support for Russia's WTO bid, although this has since been denied by the Kremlin.

Last week, however, Putin singled out the Norwegian bidders for praise when asked by reporters about energy deposits in the Barents Sea.

'You have probably heard that we are holding talks with several countries on the development of different fields, but companies from Norway are among the first on this list,' he said.

He added: 'They don't go around with their noses in the air. They work objectively, very professionally.' Viktor Khristenko, the Russian energy minister, also praised the Norwegian firms' record on protecting the environment last week.

Analysts have tipped the Kremlin to pick the Norwegian contractors following the recent resolution of a Barents Sea territorial dispute between Oslo and Moscow.

But the Shtokman project is also important to Russia's long-term relations with the US, since most gas from the field is to be shipped to north America in the form of liquefied natural gas. Participation by Chevron or ConocoPhillips could help ease access to the US market.

Russia has been very reluctant to allow foreign oil groups access to its energy reserves other than as junior partners on joint ventures with Gazprom. Russia supplies 25 per cent of the European Union's gas but has also resisted EU demands that it loosen Gazprom's control over the country's pipeline network.

A dispute over gas prices earlier this year between Russia and Ukraine led to temporary disruptions in the flow of gas to western Europe and prompted Dick Cheney, the US vice president, to accuse Moscow of using energy as a tool of 'intimidation and blackmail'.

But these diplomatic ructions have not extinguished the appetite of western investors for Russian energy stocks. Last week the oil group Rosneft successfully floated in London and Moscow with a $10.4bn placing.

Despite its size, the IPO represents only a small fraction of Rosneft's total equity, and the company remains majority-controlled by the Russian state.

I dunno, but they sure have loads of gorgeous babes there. I would go there for the duration if I could make a living.

Unfortunately, I don't have the skills required to start a farm, which the gov't would give free land if I was an Americn farmer willing to emigrate and start up a truck farm to supply the farmers markets over there.

They've got it on the right track somewhat. Hope Putin keeps it together.

It was something I saw in Acres USA several months ago. Not sure if I can find it again.

If you have never seen that publication, you may get a free sample copy. It's some cutting edge stuff and they are hip to the fraud of the FED and lots of other good stuff.

Acres is a publication George Gordon recommends. A long time friend brought the May copy over a couple of days ago, but I haven't had time to check it out much. This is another guy that I regularly barter with - we both like goat milk, but he lives in town and doesn't have a place to keep goats. So he bought into my goat herd and has part interest in them, and pays me in silver each month to milk a nanny for him.

Gordon also recommends The Moneychanger and The International Forecaster.

Have you heard of George Gordon? He's in Isabella MO.. He has a law school there. He has a one hour show each day that used to broadcast on GCN. He is no longer with GCN, and I can't find his live show anywhere but all his shows are archived on his website. It's called the Law Hour and Editorial Review. He is EXTREMELY informative, and I would venture to say (IMHO) THE authority on LEGALLY being out of the system. He also has uncanny abilities to "see through the nonsense". Everyone on this forum should listen to his commentary!! If you haven't already heard any of his stuff do yourself a favor and check him out!

Just find a topic of interest, and get after it!! For most of you I would recommend (hard to pick HAHAHAHA) "Retirement At Risk" from Dec 05 as a good starting place.

To BTP (if you're into country life like I suspect, and have a few animals on your place) check out October Moneychanger from Nov 05... For your situation (like mine) this is vital info!!

Isabella is right around the corner from me, maybe 20 miles. Trouble is I do not have money to get in on George's law course. I need that to help me on some things that are hanging out there.

I've only been here for a few months. I'm caretaker for 160 acres now, but that only covers my rent. No other pay so I have to try and make some bucks somewhere along the line. Not having much luck.

Not sure how I can find that issue of The Moneychanger. I found the site but no info on back issues that I see.

George likes to barter too. Where there's a will, there's a way! Check out this page: http://www.georgegordon.com/tradelist.htm

As for the Moneychanger, just scroll down to Nov 05 on the archives website and click on either the winamp or realplayer symbol (on the dialup or broadband side, depending on what you have), sit back and listen. There are 3 parts to that series, so you'll have to go through that procedure 3 times. OR you can hit the MP3 button and download it to your drive to burn onto CD, and listen anywhere anytime you have access to a player that plays CDs. This is also a good option if you have family or friends that you'd like to share the info with.

Making that extra is often hard to do. I'm having my difficulties now too due mainly to the (dare I say induced) drought we've experienced the last few years. Last season's wheat turned out nil because of drought, and the continuing drought prevented my grass pasture from greening up anywhere near on time this spring, so I was forced to feed the wheat that was baled from the year before all last winter and well into the spring (summer actually). Normally, I would have had wheat all winter for my grazing, and only had to feed my bales for a short while during the time between when I needed to pull the livestock off to allow the wheat to get to the baling stage and the pasture greening up (about 2 months). Whereas I should have had enough to EASILY get by and extra to trade with, I've been forced to do a 180 and provide some labor FOR hay....

BUT, hang in there - we'll make it!!! We're on the right track, and the Creator knows it and loves us for it! In His infinite wisdom, I think He's giving us a chance to hone our resourcefulness and survival skills for the much more horrid events to come :)

I heard Alex Jones a couple of months ago talking very positively about Gordon.
