I don't know, but it is the reverse of 911 and there also is the word "conspiracy" is in there.
In most countries of the world -- and even in the U.S. military -- that reverse order is the one that is customarily used: 11/9 or 11. 9 or the like. It's more logical, since if the year follows you have the progression day-month-year, not the illogical month-day-year.
