Sep. 15, 2006 -- Tomorrow . . . how the neocons are trying to return US-Russian relations to the Cold War period.

Sep. 15, 2006 -- Neocon-occupied Congress engages in own foreign and intelligence policies. It is clear that the neocons are up to their old pre-Iraq war tricks vis-a-vis Iran. Instead of using Dick Cheney's office as a base of operations, the neocons are now using Congress to put forward false intelligence and initiatives aimed at destroying independent news and views of the situation in Iran.

In a WMR exclusive, we have discovered there is a major attempt by the neocons in the Defense Department, the State Department's "carve out" Office of Iranian Affairs that works in conjunction with Cheney's office, and Congress to strip the Voice of America (VOA) of its independent coverage of Iran. WMR has learned that a classified Department of Defense report on the VOA states that the network's Persian Service is "pro-Islamic Republic." This report will be reportedly be the subject of an upcoming congressional hearing prompted by various neocon interests in Washington.

It is clear that the neocons, who are beating the warm drums for a military attack on Iran, are uncomfortable with VOA reports like the following that highlights remarks by Iranian President Mahmoud Ahmedinejad that he is open to negotiations with the United States. [The neocons prefer that all news dispatches from Iran are filtered through Israeli intelligence front activities like the Middle East Media Research Institute (MEMRI) and the Committee for Accuracy in Middle East Reporting in America (CAMERA)]:

"VOA News, 14 Sep. 2006: Iran's president says his country is open to what he calls "new conditions" to resolve the standoff with the West over Iran's nuclear program. Speaking to reporters in Senegal Thursday, Mahmoud Ahmadinejad did not provide details of the conditions. But he said Iran is seeking dialogue to resolve the issue."

The neocons in the Pentagon and Congress, allied with their interlocutors in the right-wing think tanks and Israeli Lobby, have painted Ahmedinejad as a wild Islamist fundamentalist unwilling to negotiate. They are now seeking, primarily through Oklahoma Republican Senator Tom Coburn, to hold hearings on VOA's alleged "pro-Islamic Republic" stance. WMR has learned that House hearings on the topic are scheduled for September 20 at 9:30 am in the Rayburn House Office Building.

In July, Ilan Berman of the American Foreign Policy Council told Coburn at a hearing of the Senate Committee on Homeland Security and Government Affairs: "Despite widespread popularity, the U.S. government’s principal vehicles for public broadcasting into Iran, Radio Farda and the Voice of America’s Persian Service, continue to suffer from serious systemic dysfunctions." Berman's comments are jaded by the fact that the American Foreign Policy Council has a strong pro-Israeli bias. Berman is also listed as a "contributing expert" for the Ariel Center for Policy Research, headquartered in Shaarei Tikva, Israel, a title he shares with noted pro-Likudniks like Binyamin Netanyahu, Yossef Bodansky, Frank Gaffney, Meyrav Wurmser, and Joseph Farah. The Ariel Center belies any notion of impartiality when it refers to the Occupied West Bank as "Judea and Samaria."

The assault on the VOA, coupled with the involvement of the House Republican members and staffers in disseminating bogus intelligence on Iran's nuclear program, is part of an overall strategy by the neocons to prime the pump for a military attack on Iran's nuclear and other critical infrastructure facilities.

The House Permanent Select Committee on Intelligence (HPSCI), headed by Peter Hoesktra (R-MI), leaked an internal draft report falsely claiming that Iran possesses weapons-grade uranium. In a replay of the pre-war Iraqi weapons of mass destruction (WMD) ruse, the neocon report claims that the International Atomic Energy Agency (IAEA) and its Director General Mohammed ElBaradei of Egypt have tilted in favor of Iran in its nuclear inspection process. Iran, as a signatory of the Nuclear Non Proliferation Treaty (NPT) permits IAEA inspections of its nuclear facilities. Israel and Pakistan, non-NPT signers and both supported militarily by the Bush regime, do not permit IAEA or any other outside inspections of their nuclear weapons facilities.

Neocons seek to put their editorial stamp on VOA broadcasts to Iran.

Diplomats in Washington, New York, and Vienna see the HPSCI report as a "deja vu" of intelligence manipulation carried out by the neocons prior to the Iraq War. In fact, a recent Senate Select Committee on Intelligence (SSCI) report cited the over reliance on false intelligence from Iraqi emigre groups such as the Iraqi National Congress as major reasons for the decision to go to war in Iraq. As the editor stated yesterday on the Arabic language Middle East ATN TV network, the same elements in Washington who manipulated pre-Iraq war intelligence -- those associated with the American Enterprise and Hudson Institutes and the Heritage Foundation -- are using Iranian emigre groups like the Mojahedin-e-Khalq and the royalists of Reza Pahlavi II to feed false intelligence to Congress on Iran's nuclear program. And like the pre-Iraq war situation, the CIA is stating that the outside "intelligence" on Iran possessing weapons grade uranium is patently false. The editor put to rest the notion that most of Iran's population, over 70 percent of which is under the age of 30, had anything to do with the 1979 US embassy siege or hosting of terrorist groups on Iranian soil. I also stressed that the U.S. cannot begin to think of extrication from the messes it has created in Iraq and Afghanistan without Iran's help.

Mohammed ElBaradei of the IAEA: Under attack again from the usual suspects.

WMR has also learned that the Iranians have expressed a willingness to open a dialog with the Bush regime -- using as venues the recent visit of former Iranian President Mohamed Khatami and next week's visit to the UN by Ahmedinejad. So far, these diplomatic feelers are being sabotaged by the neocons who have infiltrated the Bush regime at the highest levels.

***

Ed. note: Next week WMR will depart the Beltway for New York and the meeting of the UN General Assembly where we hope to attend news conferences with Iranian President Ahmedinejad and other visiting heads of government. We will report comments by the leaders to our readers without the distortions of the neocon spin machines.

Sep. 15, 2006 -- In light of continued illegal and unethical behavior within the U.S. Intelligence Community and other government departments and agencies, our "Unknown SIGINTer" thought it would be appropriate to remind federal government employees of the Code of Ethics they swore to uphold. Special attention should be directed to #9.

CODE OF ETHICS FOR GOVERNMENT SERVICE

ANY PERSON IN GOVERNMENT SERVICE SHOULD:
1. PUT LOYALTY TO THE HIGHEST MORAL PRINCIPLES AND TO COUNTRY ABOVE LOYALTY TO PERSONS, PARTY, OR GOVERNMENT DEPARTMENT.
2. UPHOLD THE CONSTITUTION, LAWS, AND REGULATIONS OF THE UNITED STATES AND OF ALL GOVERNMENTS THEREIN AND NEVER BE A PARTY TO
THEIR EVASION.
3. GIVE A FULL DAY'S LABOR FOR A FULL DAY'S PAY; GIVING EARNEST EFFORT AND BEST THOUGHT TO THE PERFORMANCE OF DUTIES.
4. SEEK TO FIND AND EMPLOY MORE EFFICIENT AND ECONOMICAL WAYS OF GETTING TASKS ACCOMPLISHED.
5. NEVER DISCRIMINATE UNFAIRLY BY THE DISPENSING OF SPECIAL FAVORS OR PRIVILEGES TO ANYONE, WHETHER FOR REMUNERATION OR NOT; AND NEVER ACCEPT, FOR HIMSELF OR HERSELF OR FOR FAMILY MEMBERS, FAVORS OR BENEFITS UNDER CIRCUMSTANCES WHICH MIGHT BE CONSTRUED BY REASONABLE PERSONS AS INFLUENCING THE PERFORMANCE OF GOVERNMENTAL DUTIES.
6. MAKE NO PRIVATE PROMISES OF ANY KIND BINDING UPON THE DUTIES OF OFFICE, SINCE A GOVERNMENT EMPLOYEE HAS NO PRIVATE WORD WHICH CAN BE BINDING ON PUBLIC DUTY.
7. ENGAGE IN NO BUSINESS WITH THE GOVERNMENT, EITHER DIRECTLY OR INDIRECTLY, WHICH IS INCONSISTENT WITH THE CONSCIENTIOUS PERFORMANCE OF GOVERNMENT DUTIES.
8. NEVER USE ANY INFORMATION GAINED CONFIDENTIALLY IN THE PERFORMANCE OF GOVERNMENTAL DUTIES AS A MEANS OF MAKING PRIVATE PROFIT.
9. EXPOSE CORRUPTION WHEREVER DISCOVERED.
10. UPHOLD THESE PRINCIPLES, EVER CONSCIOUS THAT PUBLIC OFFICE IS A PUBLIC TRUST.

#1. To: All, *Wayne Madsen Reports* (#0)

"If there’s another 9/11 or a major war in the Middle-East involving a U.S. attack on Iran, I have no doubt that there will be, the day after or within days an equivalent of a Reichstag fire decree that will involve massive detentions in this country."

The neocons have been trying to accomplish this for some time now. Glad Madsen has finally figured it out.
