Piss poor handler of the dog. Both he and the dog were out of control. Handler allowed the (chaos) get to him which the dog fed off of. Poor command on the animal and it responded by going into an aggressive state.

Furthermore, after watching and re-watching this video, the officers seemingly picked someone out of the crowd in the silent vigil and it went downhill from there. I guess it is too much to ask of the officers to just stand and watch, let the crowd say their peace and everyone goes home safely.

The culture of policing changed for the worse when it changed from peace officers to law enforcement officers.
