Student Tasered at City Council meeting for wearing baseball cap

By Terry Camp

SAGINAW (WJRT) - (11/07/06)--Saginaw's City Council meeting featured a shocking incident Monday night. A Saginaw Valley State University student was TASERed after he became unruly after being asked to take off his baseball cap.

There is a new rule at Saginaw City Council meetings. Men are required to take their hats off. Evidently, they are pretty serious about this new rule.

The man was wearing a Los Angeles Dodgers hat. Officer Doug Stacer of the Saginaw Police Department asked him to remove the hat. The man raised his voice and did not remove the hat.

As the officer tried to grab the hat and then tried to grab the man, the man with the hat tried to kick Saginaw Police Chief Gerald Cliff, who was coming to help out.

At that point, Stacer TASERed the man, which sends 50,000 volts into a person's body. Cliff and Stacer got help from Saginaw County Sheriff Charles Brown hauling the man off to jail.

A few people stood up and watched the event; the meeting resumed a short time later.

The man faces possible charges of alarming and harassing conduct -- a misdemeanor -- and assaulting a police officer. That's a felony. He was not arraigned Tuesday.

Student who was TASERed released from jail SAGINAW (WJRT) - (11/09/06)--A local college student is out of jail following a bizarre incident at a Saginaw City Council meeting. The 22 year old refused to take off his baseball cap at the meeting and was TASERed by police.

The student's legal trouble comes as a surprise to his college professor. Charles Littleton was at the council meeting to get extra credit for his urban sociology class.

Now he faces three criminal charges, including assaulting a police officer.

Monday's Saginaw City Council meeting was going smoothly until the rules of conduct inside City Hall chambers were read.

One of those rules is that men must remove their hats, something that Littleton did not do.

Saginaw Police Officer Doug Stacer asked Littleton to take off the hat, and when he didn't, Stacer tried to remove the hat himself.

That's when police say Littleton swung at Stacer and tried to kick Chief Gerald Cliff.

Stacer TASERed Littleton, sending 50,000 volts into the man, who was then escorted out of chambers by Stacer, Cliff and Saginaw County Sheriff Charles Brown.

Cliff broke a finger during the scuffle. Littleton was at the meeting to gain extra credit for Professor Dawn Hinton's SVSU sociology class. She is stunned by what happened.

"He is one of the brightest students in our department," she said.

Hinton was also unaware that an arrest warrant was issued for Littleton in the Detroit area in an unrelated case.

"He comes to class, he's on time, he sits in the front row, he raises his hand, he participates in conversation, he reads the material, he has relevant things to say," she said.

Littleton missed Hinton's sociology class Thursday morning, but despite his legal problems, he's still in line for extra credit.

Littleton now has 10 days to appear for an arraignment at the Saginaw County Courthouse.

Is it a rule or a law to take your hat off? If it's a rule, then it's not a law, and the police officers had no business enforcing it.

Looks like the city is in big trouble. Nothing's going to happen to this kid. I'm sure the city's lawyers are going, "Oh my god! These goddamn stupid cops!"

They "profile" these days for the numb nuts returning from places like Iraq that will simply follow orders. The entire country is in dire straights in this regard. That's the benefit of living in a "secured" (locked down) environment.

Officer Doug Stacer of the Saginaw Police Department asked him to remove the hat.

COP: "Take off the hat!"

KID: "Why?"

COP: "Cause we got gays around here that wear hats like that and we don't want 'em in our club!"

KID: "Well that's funny..in Texas..they wear their hair like....yours."

many cops are such idiots now-a-days. They're encouraged to go on a power trip and they willingly do this as well, that is why they're idiots.

This reminded me of a one-paragraph blurb I almost missed in a newspaper a week or two ago...I don't know if it was posted here....a teenage boy, carrying a Bible, and shouting "I want Jesus" was tasered twice, and later died. I was just reading what the medical examiner had to say:

"....might have died from "a case of excited delirium," a medical examiner said today. Roger D. Holyfield, a former student at Jersey Community High School, had been yelling, "I want Jesus," Saturday night in the 600 block of South State Street about 9 p.m.

When police approached him, he became combative and was shot twice with a Taser, according to the Jerseyville Police Department.

Dr. Phillip Burch, St. Louis’ deputy chief medical examiner, said he "didn’t see overt signs of trauma or foul play" during a preliminary autopsy. The autopsy won’t be complete for at least six weeks when toxicology results return.

"If it was excited delirium, he could have dropped dead without being Tased," Burch said.

Excited delirium, which could be brought on by mental illness or drugs, is a highly active mental state where a person is no longer able to control himself.

"They have superhuman strength in that state," Burch said. "Police want to control someone in that state, but they’re usually unable to." "

So much for due process, equal justice under the law, and no titles of nobility.

Cops are now judge, jury, and executioner, and rarely have to answer for their crimes against humanity.

"...The company that makes the guns, Taser International Inc., has been selling its stun-gun weapons to law enforcement agencies since 1998, according to an Associated Press report earlier this year. More than 175,000 Tasers are being used by more than 8,500 agencies in the United States.

Amnesty International has blamed Tasers for more than 120 deaths. A study published this year in the journal of the Society of Academic Emergency Medicine said that the Taser guns couldn't be linked to cardiac issues, but it recommended more research......"

We know a guy fresh out of the marines, nice enough guy....went into police training, and within a month of going on duty, was talking nonchalantly about tasering people who "stepped out of line".....cockiness landed him in the hospital after a car crash.....not so cocky now.
