WASHINGTON (AP) -- Illegal immigrants who were caught but released in the United States may have been re-arrested as many as six times, Justice Department data released Monday indicates.

The findings by Justice Department Inspector General Glenn A. Fine are based on a sampling of 100 illegal immigrants arrested by local and state authorities in 2004, the latest complete data available. They show that 73 of the 100 immigrants were arrested, collectively, 429 times - ranging from traffic tickets to weapons and drug charges.

Fine's office said its audit could not conclude precisely how many of the 262,105 illegal immigrants charged with criminal histories that year had been re-arrested. "But if this data is indicative of the full population of 262,105 criminal histories, the rate at which released criminal aliens are re-arrested is extremely high," the audit noted.

The audit was required by Congress in 2005, and parts of it were redacted because of security reasons. It looked at how local and state authorities that receive Justice Department funding to help catch and detain illegal immigrants are working with the Homeland Security Department.

It also examined the arrest rates of immigrants who were released - usually because of insufficient jail space - before they could be turned over to Homeland Security's bureau of Immigration and Customs Enforcement.

In all, 752 cities, counties and states participating in the program received $287 million in 2005, the audit noted. Five states - California, New York, Texas, Florida and Arizona - received the bulk of the money, together pulling in more than $184 million.

Homeland Security Secretary Michael Chertoff four months ago declared an end to the "catch and release" practice that for years helped many illegal immigrants stay in the United States unhindered.

At the time, the department was holding 99 percent of non-Mexican illegal immigrants in its custody until they could be returned to their home nations. The policy generally does not apply to Mexicans, who are almost immediately returned to Mexico after being stopped by Border Patrol agents.

The audit also looked at whether local and state authorities fully cooperated with Homeland Security efforts to remove illegal immigrants, and tried to determine how many had been released because of jail space or funding shortages. In both cases, Fine's office said it was unable to draw definitive conclusions.

It also found that at least one area - San Francisco - was receiving funding even though local policy specifically limits the information it gives to Homeland Security about immigration enforcement. San Francisco, which won $1.1 million, defines itself as a "city and county of refuge" and does not allow federal agents to view immigration jail records without permission from local police.

Assistant Attorney General Regina B. Schofield, who oversees the Office of Justice Programs, declined comment on the audit, noting it does not contain any recommendations.

Boring. What I really want to know is the crimes committed by the bigwigs of business and their lackeys in government that are hidden and protected from the adjudication process that helped promote the serge of immigrants to pit workforce against workforce for their financial benefit.

It is easy to pick on un-empowered and relatively uneducated immigrants as scapegoats and to leave the real criminals in high places alone.

I would rather hundreds of these people talked about in the header around then to have one un-impeached and uneducated GW Bush for example. I am just unimpressed by the use of poor people as whipping boys to scapegoat because of the pain and frustration caused by the really big criminals.

Yup. Release is not a problem if you don't catch 'em.

They won't fund a withdrawal, and I bet they won't fund the fence.

On the bright side, maybe Americans will learn self-reliance, and not outsource defense of territory to Washington, PC.

Chinese President Hu Jintao opened the world's highest railway last Saturday, celebrating the first train to Tibet as a feat of national strength and ethnic harmony.

But critics say it will spur an influx of longterm Chinese migrants who will threaten Tibet's cultural identity.

"This is the second invasion of Tibet," said Khedroob Thondup, whose father is the Dalai Lama's older brother. He regularly commutes between Taipei and Darjeeling in India.

The Chinese People's Liberation Army has occupied Tibet since 1950.

Nine years later, the Himalayan region's god-king, the Dalai Lama, fled to India after a failed uprising.

"Politically, China wants Tibetans to become a complete minority and to dilute Tibetan culture and identity," said Khedroob, 54, who travelled frequently to China with his father in the 1990s for talks which dragged on for about a decade.

"Strategically, Tibet will become one of China's biggest military zones primarily to combat the influence of India. This railroad will complement quick militarisation of Tibet."

Khedroob insisted his views were personal, and not those of the Dalai Lama or the Tibetan government-in-exile, so as to avoid disrupting a new round of dialogue with China.

"They are going to send in a lot of settlers because of this railroad," said Khedroob, a member of the Tibetan parliament in exile and president of the Tibetan Refugee Self-Help Centre in India.

"It will harm the already fragile ecosystem of Tibet."

The first train from Beijing to Lhasa arrived on Monday after a 48-hour, 4,000km journey.

"This is one-way traffic. Tibetans will never go and settle in China," said Khedroob.

"The Chinese claim to have spent $US3.2 billion ($A4.3 billion) on the railroad which surpasses the total budget for education and health care in Tibet in the last 50 years," Khedroob said.

China's official Xinhua news agency said the railway that took five years to build could double Tibet's tourist revenues by 2010 and slash transport costs to the region, lifting its 2.8 million people out of isolation.

There are hundreds of millions of people out there who would want to live in Ameroca. Are we to have open borders until Bush is impeached or leaves office? Supply and demand sets wages. Our wage structure is about to collapse. We co not need to increase the supply of labor. All of the bosses at my Silicon Valley firm want amnesty for illegal aliens precisely so they can drastically lower our wages.

I have lose jobs because of Latino and Latina labor. But I want to see a focus on taking on the corporate and government interests that created this migration to task.

I actually think that though they are monied and politically powerful, you are never going to address the problem unless you decapitate the brains working to create the labor conflict, and rein in the process of globalization of the economy and reverse the worse of measures that have been taken in recent decades.

They only want the diversion of us and Mexicans feuding and fighting one another and I don't want to see their wishes obliged.

Ah...Mike. They're ILLEGAL immigrants and they're picking on us. Witness the numbers of innocent dead American citizens in Horse's comment. That isn’t insignificant. Don't ignore street crime in favor of white collar crime. Both exist and both should be perused equally.
