U.S. to Pay Hospitals for Illegals' Care

WASHINGTON - Health care providers can charge the government for emergency care provided to illegal aliens beginning Tuesday.

The Centers for Medicare and Medicaid Services issued final guidance Monday that sets up a system for reimbursement. Lawmakers set aside $1 billion over four years for the program, created by Medicare legislation passed in 2003.

For hospitals in border states, the additional money can mean the difference between running a profitable business or an unprofitable one, said Don May, vice president of policy for the American Hospital Association.

"I don't know if it will completely change their financial picture, but for those hospitals on the border, this is going to make a difference in ensuring they are there to treat the patients, not just the undocumented ones, but all the patients living in those communities," May said.

Two-thirds of the money will be distributed to health care providers based on a state's percentage of undocumented aliens. The remaining third will go to providers in the six states with the largest number of arrests of undocumented aliens.

The states receiving the highest amounts in the current fiscal year are California, $70.8 million; Texas, $46 million; Arizona, $45 million; and New York, $12.25 million.

Payments to providers will be made on a quarterly basis and will be adjusted proportionately if the bills exceed the state's allocation.

One group that advocates stricter immigration policies said the government's reimbursement of hospitals was the right thing to do.

"It seems to me that if the federal government has abdicated its responsibility for immigration enforcement, then it's responsible for making those jurisdictions whole," said Mark Krikorian, executive director of the Center for Immigration Studies, a think tank based in Washington.

What about all those millions of American Citizens with no health insurance, I guess if they need emergency care at the hospital, they'll just have to file for bankrupcy, oops! I forgot, they just implemented some very strict laws pertaining to bankrupcy, so what will it be, debter's prison for Americans without health insurance or the money to pay the hospital?

Actually this isn't a new concept, except for the direct ability of a hospital to charge the government. They've always provided care to the illegals/poor. They just wrote it off previously. Now, either the government (us) pays the hospital, or they'll close the doors.

Get on the gravy train folks and help derail the system.

Not quite true.

I knew some people in TX who had no insurance, and they were not counted as poor, because they were not on welfare but had low paying jobs with no benefits. They worked hard, but if they got sick they were out luck and went broke paying off medical bills. The bill collectors call them too ya know.

Soon people like this will not be able to file for a bankruptcy for those medical bills (which is at least 50% of all personal bankruptcies). They will be stuck with enormous debt for the rest of their lives. If they work again, their wages will be garnished. They will have bad credit forever.
Better off in Canada, France, Ireland or Iceland than to be forced to work at a place w/o benefits, or unable to get them due to some unacceptable or unaffordable pre-existing condition.

Very sad.

Maybe there's a silver lining here.

If the feds are going to reimburse the hospital, then the hospital is going to have to collect enough data to certify that the person is actually an illegal. In that case, we can get someone on the staff to pilfer the records and turn them over to INS.

Who am I kidding?!? INS doesn't give a shit about illegals. If anything, their job is to protect illegals from us milch cow citizens.
