Democracy presupposes a demos. Where there is no demos, because the commoners are fractured and in fact have little in common, there is no democracy. But there may be a facade, in the movie set sense.

Black boxes no good. What's wrong with paper ballots? Um, NOTHING. Canada still has paper ballots and counts their votes as quickly as we do. And if there's a question, you have the hard copy to prove or disprove tampering.

With black boxes, you never, ever know who really won.
