SSN-666 Case Looming In Texas H. Lance Freeman May 9, 2007

After several years of wrangling with the Texas government, a crop duster is giving the Texas Department of Agriculture one last chance to approve his application for a pesticide applicators license without compelling him to forsake his religious obligations. Gene McArthur has submitted a religious accommodation request to Todd Staples, the Commissioner of the Texas Department of Agriculture (TDA). In his request, Mr. McArthur states, “I am prohibited by my religion from identifying with the number of the beast cited by the book of Revelation in the Holy Bible… The Social Security Number is the number of the beast.” Mr. McArthur’s religious prohibition conflicts with the TDA requirement for all applicants to identify themselves with a Social Security Number. The requirement stems from section 666 of the United States Code dealing with Social Security (42 USC §666).

The first round of Mr. McArthur’s battle was fought by him alone. As a result, Susan Combs, then Commissioner of the TDA, denied Mr. McArthur’s religious accommodation request acting upon the opinion of Attorney General Gregg Abbot (Opinion #GA-0289). In his opinion, the Attorney General stated, ““Although the "right to worship without governmental restriction or compulsion is fundamental, the Supreme Court has refused to strictly scrutinize laws that are generally applicable and neutral toward religion yet have an incidental effect on certain religious practices.”” Mauldin, 94 S.W.3d at 872 (citing Smith, 494 U.S. at 878-79). In 1999, over five years before the Attorney General reviewed Mr. McArthur’s case, the Texas legislature passed the Religious Freedom Act intending to reverse the effects of court refusals to “strictly scrutinize laws that are generally applicable and neutral toward religion yet have an incidental effect on certain religious practices.” In his opinion regarding Mr. McArthur’s situation, Mr. Abbott never mentioned the existing Texas statute that specifically addressed the government’s burden to consider accommodation a religious practice that conflicts with a government practice (Tx. Stat., Title 5, Ch. 110). The Statute provides that, “a government agency may not substantially burden a person's free exercise of religion” – unless – “the government agency demonstrates that the application of the burden to the person: (1) is in furtherance of a compelling governmental interest; and (2) is the least restrictive means of furthering that interest.”

This round, Mr. McArthur is not standing alone. He has the support of an Austin law firm, and a religious liberty advocacy group. In a letter from the lawyer representing Mr. McArthur to Todd Staples, Commissioner of the TDA, she stated “It is clear to me that both the Federal Religious Freedom Restoration Act, (42 USC §2000bb) and the Texas Religious Freedom Act (Texas Statutes, Title 5, Chapter 110) were violated when Mr. McArthur’s previous religious accommodation request was denied.” In her letter, Mr. McArthur’s lawyer asserted that the government could not prove a “compelling” governmental interest to the “person” of Mr. McArthur who does not have any child support obligations. She stated, ““Government efficiency such as enforcing child support obligations with relative quickness or accuracy is not the principal purpose for which governments are instituted. Securing Mr. McArthur’s religious liberty is a “compelling governmental interest” that substantially outweighs relative administrative conveniences or contrivances.”” She warned the government that “Unless Mr. McArthur’s request for religious accommodation is approved, within the customary timeframe required for processing pesticide applicators licenses, we anticipate filing a sixty day notice of intent to take action at law in compliance with the provisions of Texas Religious Freedom Act, Title 5, Sections 110.00l through 110.012.”

Mr. McArthur is affiliated with a network of other Christian’s who share the same religious beliefs. They are joining together to provide faith and financial support for Mr. McArthur in his fight. David Alan Carmichael is the Principal Minister of the American Christian Liberty Society. Mr. Carmichael recently prevailed in a law suit against the United States Navy who discharged him after he made a religious accommodation request to not be identified by a Social Security Number, David Alan Carmichael v. United States, 298 F.3d 1367, Fed. Cir. (Aug 2002); 66 Fed. Cl. 115 (2005). He founded the American Christian Liberty Society as a religious support group focused upon the needs of those who’s religious convictions prohibit them from identifying with a universal identification number, or through the use of biometric identifiers such as fingerprints, retina scans, facial scans, DNA, or implanted electronic devices (http://www.christianliberty.org). Their group believes that those mechanisms fulfill the Bible prophesies of Revelation, chapter 13, referring to the number, mark, and name of the Beast. Mr. Carmichael wrote a letter to Todd Staples, Commissioner of the TDA to affirm the bona fides of Mr. McArthur’s convictions, saying, “I interviewed him with the intent of determining whether or not he is truly sincere, whether his beliefs are Biblically based, and whether his lifestyle and actions are consistent with his professed convictions… I am certain that to Mr. McArthur, identifying with the Social Security Number is in affect denying loyalty to Jesus Christ for the sake of loyalty to the Anti-Christ.”

Mr. Carmichael believes that Mr. McArthur’s fight will have far-reaching consequences upon the future of religious liberty in America.

I can only believe was Elohim has said. My wife is my help-meet. She is bone of my bone, flesh of my flesh. Since I have left my father and mother, the two of us have become one flesh. None-the-less, I do not permit her to make contracts. I make a point of signing everything. She likes it. If I sign all the contracts, nobody can take her to court. I sent in my last tax return as head of household. My wife does not file tax returns. My wife will not be taken to court. The buck stops here. I protect her. I fulfill the role that I do best, and she fulfills the roles she does best. We love Elohim first, and then our love for each other remains the best it can be.

'Planet of Eternal Life' The Elohim had long dark hair and olive skin and "exuded harmony and humor." They told Rael, he says, that they were the ones who made life on Earth, that humans were created from DNA by "scientifically advanced people who made human beings literally in their image." This first encounter, Rael is saying, lasted about one hour.

"There was a second encounter in 1975, two years later." He was taken to "the Planet of Eternal Life, where I saw the prophets and human beings who had been cloned after death, like Jesus, Moses, Buddha, Muhammad." Rael says those prophets are still alive on that planet.

The spaceship that took him there was 22 feet in diameter and 8 feet tall. A giant model of a DNA molecule twirls, casting shadows and making the room seem inhabited by creatures one cannot see.

Rael says that inside the spaceship he felt secure. Natural light poured in. Once Rael was seated inside, "the being touched a spot on the wall and the saucer became transparent except for the top and the bottom. Their technology is 25,000 years more advanced than ours and uses waves faster than light to travel. The craft is probably controlled by the mind of the pilot."

Rael says the Elohim gave him a message to destroy the "myth of God."

He said they told him: "We were the ones who made all life on Earth. You mistook us for gods." They say humans are now mature enough to understand cloning, and should build an official "embassy" near Jerusalem, near the Garden of Eden, where they say the first humans were cloned and where the Elohim could return and contact us again.

Rael says he is here to inform, not to convince. He says he was born in Vichy, France, reared by a Catholic mother, but he was never baptized. Rael says his mother's name was Mary. Mary "like Virgin Mary, but she was not a virgin." He says his father was one of the Elohim.

Rael says the Elohim created synthetic life as easily as the Bible says God created man from a handful of dirt. "There is no God in the Bible. . . . Elohim was wrongly translated into the word God. What does it mean? In Hebrew, 'those who came from the sky.' "

The seeker thinks of other references to people who have come out of the sky in different religions. Some faiths believe that when a person dies, his consciousness goes to the spirit world. And the preacher back home talked of an angel descending from Heaven holding a key to a bottomless pit to lock up Satan for a thousand years. This being in the Book of Revelation, where there is also mention of false prophets.

The seeker begins to ask another question, but one of the four men - the bishop, seated behind the seeker - interrupts to remind the seeker to please address the man as "His Holiness Rael."

Rael is contrary to the entirety of the Bible. Rael is either deadly wrong, or the Bible is completely wrong, and my first-hand experiences that are in-synch with the Bible are merely extreme coincidences. 42 USC 666 is a coincidence. The progress of the use of the marks on your right hand and forehead to do those things necessary in the ordinary course of life and business are coincidences. The progress of the use of the hexal DNA code (the number of a man) to do those things necessary in the ordinary course of life and business is a mere coincidence. All the things that I have written about in my book, which really happened, are mere coincidences.

I vote to reject Rael on the basis of what I know from first-hand experience that happens to be confirmed by the Bible.

Now how did this conversation start? Oh yeah. Gene McArthur has made a religious accommodation request to not be required to confess or identify with the number of the beast on the basis of his obligations to Almighty God that were laid out in the Bible.

In the original Act as passed by congress, that section appeared under section 466. When it was signed into law, the act was codified into the US Code, title 42, and to accommodate it, they added 200 to all the section numbers in that public law. The section mandating SSN use for basic living needs subsequently got the number "666".

So it might be a stretch to say it was planned by either congress or the legislative attornies who pen these things. Maybe, maybe not.

A new associate of mine recently assured me first hand that some high ranking politicians within relatively recent memory (the 80's) have practiced "satanism" and have consulted a "black" witch. Don't have permission to mention my source, but it certainly rhymes with the clams of Alex Jones.

It goes to show me that the U.S. is a really big player in the system of the Beast told about in Revelation. Read Chapter 8 of Daniel. It talks about this kingdom that attacks Iraq (Medes) and Iran (Persians). In one part it talks about Greece (Alexander) fullfilling the prophecy, but it also alludes to the end times just prior to the arrival of the Son of Man returning to establish his literal kingdom on earth. It may be that the U.S. is the one that attacks the Ram (Iraq/Iran). It also might me one of the horns talked about in Revelation which is taking over by another horn unlike any other before it. I see that as the United Nations. It is speculation. I obey today as if I will be gone tomorrow.

In pre-historic Europe, women were regarded as equal to men, which the Romans found very odd when first encountering them.

Interesting explanation of Revelations, I'm not that bible-literate but have been curious as to what it's suppose to mean. I tried to read Revelations but could make no sense of it. I think at this point in history the US is the bad guy.

"Free Will" good point!!! Free will to die to self.

If we are equals, then it is a battle of the wills. If we are one, it is a battle against ourselves when we feel a bit upity. One cannot separate. Equals can.

It is difficult to discern. However, there is one part, Chapter 13, that we all ought to be paying attention to. It talks about this not being able to "buy or sell" without conveying an identification number, or mark. We are living through that now. That is what motivated me, and Gene McArthur in the article, to stand against the SSN.

You evade the point I made concerning who's will is the one doing the deciding for both people. Women contribute unique wisdom and insight into many things in ways it is hard for the male brain and male point of view to do. It is crippling in a relationship to not allow a woman to flourish and grow doing what part of a relationship she does best

A woman has to be able to tell her husband, "no, you are wrong there, and let me tell you why." This is precisely why I don't like much the way fundamentalist Islamic culture disrespects women by making them a lesser entity in a relationship.

Having women cover up and be the fall guy for the inability of a man to control aspects of his libido is an example of one of the biggest flaws of many islamic cultures.

My experience is that unless a woman and man can argue at times and work things out where both are on equal footing, the relationship eventually fractures.

I'm glad you feel you have a good system, but in all due respect, it is highly flawed and not fair to the female half of a relationship.

I guess there is no way for you to understand what I am saying. Modern America, since equality, has had the marriage and family destroyed. Who said my wife does not have a say. She has more of a "say" since women talk more, and express their feelings more. Don't you argue with yourself at times? Don't you weigh your decisions after juggling the pros and cons? That is what is what we do as "one" rather than equals. However, the buck has to stop somewhere, and the husband fulfills the role of the "buck". I submit to her will and she submits to mine. We submit to each other rather than compete with each other. We submit for self preservation because we are "one". She claims no rights because she has none. I claim no rights because I have none. Equals have rights. "Equal Rights" My wife and I, as one, are bond servants of Jesus Christ.

However, she does not make contracts. "Contracts" are not my wife's cup of tea, and she ought not to be the one going to jail, or facing a judge over a administrative error. She has children to nurture. Thus, my wife signs no contracts, unless she signs it as my ward with my signature following hers. She does what she does best, and she does it freely. If there is a problem, her adversaries have to face me in court, which is what I do best, because she is not "emancipated" and like a minor ward is not accountable unless her behaviour is clearly criminal by natural law.

Most liberated people who focus on their perception of "equality" are not free to live like us. My wife is by no means oppressed but she is certainly protected.

Humans have become so specio-centric that they do not respect other large brained mammals that have self awareness, language and consciousness. I fully believe quite profoundly that many cetaceans are the equal or superior in intellect to man for example.

We are blinded by our own tower of babble building arrogance and have lost our way in putting ourselves up on the pedestal as the one and only species chosen i the likeness of "God."

I don't see a good end to all this and I absolutely and irrevocably do not give credence to a Christian end of the world scenario.

Humans are a primate and one of many species of animals on this planet, and we need to learn to gain humility, understanding and insight into who and what we are and to ge off of our high horses.

My religion teaches that all life is sacred and all life is deeply and profoundly interconnected. I worship the divine feminine and view this Earth and her life as sacred, and besieged and threatened by the sort of human cultures that have developed in recent centuries.

I live simply and work to protect life from the threat mankind poses to it in recent times.

I wanted to give you an idea of my point of view not to proselytize, which we of Wicca generally do not do, but to give you the gift of insight into just how differently another such as myself views things. And make no mistake and have no illusion about it, I and others will always work to counter and neutralize the bad we see around us. Just a point of order in regards to contracts taught in business 101. Even a purchase at a store is in effect an informal contract and is legally defined as such. Therefore it would be more accurate to state she does not enter into well defined and drawn out formal contracts. ;-)

God made them Male and Female (the two came from one being).

It started out as perfect, and now it is in a state of steady decay. The law of entropy. Thus, men do not love their wives as they ought to, and women do not submit to their husbands as they ought to. Loving my wife makes her want to submit, and her submitting to her husband wants to make me love her. It is the plan of the designer. It works great. We are being fruitfull and multiplying and we are teaching our children to love God, and love their neighbor as they ought to care for themselves. We are gaining the daily divine intervention benefits of knowing and serving the One who created us. If your god neither sees, nor hears, nor speaks, your god is merely a dumb idol. Not to insult you, but instead to encourage you to consider the true God, who lives and hears, and sees, and speaks. Do not let the acts and dogmas of wicked people, who are part of the problem of the world's decay, distract you from what is right altogether. True worshipers worship in spirit and in truth. Jumping in here, I don't disagree with any of this, and I believe what you've said is 100% compatible with christian ideals. Certainly men and women both contribute to relationships in ways each is best suited, and women certainly have perspectives and ideas to contribute that men are not usually able to provide. At least so easily.

I think a christian man does very well to hear out such a contesting view from his wife. It's just that in the end, if there is still disagreement and it's a serious enough issue, only one view can prevail if the marriage is to continue. It shouldn't be a secret that 50/50 partnerships cannot last, and anyone who's tried to run a business under such an arrangement will tell you it won't last, because sooner or later, the two people will butt heads on something neither will compromise on, and then you see either which person really has more say, or the whole thing falls apart.

Under the christian model, the final decision, the head of the relationship, is the husband. But that's not to say the wife is second class since the New Testament teaches that husbands are to lay down their lives for the benefit of the wife, just as Jesus laid down his for the benefit of the church. And this is where, I am sure, islamic doctrine and christian doctrine differ greatly on this subject.

My experience is that unless a woman and man can argue at times and work things out where both are on equal footing, the relationship eventually fractures.

My 50/50 partnership illustration, which I've experienced first hand, suggests the opposite is true.

Now that is cool. And I thought I was the only one who was nuts :) I firmly believe some animals are truly sentient, not the least of which are some breeds of dogs, usually the larger ones, and of course, other larger brained mammals. My Labrador, before he began the next step of his journey, most assuredly could read my thoughts, and I his. I could see it behind his eyes. There is no doubt in my mind whatsoever.

Agreed and excellent post!!! The butt heads is why my marriage failed. Yes there can be a 50-50 partnership but eventually when two diagree, someone muct have the final authority..I always welcomed her feedback and actually needed it. My wife REFUSED to let me have the final say on major items of diagreement..which ended the marriage...even though she did get HER way on many things I disagreed with. But some of her decisions were flat out wrong and I could not allow her to prevail. As a man, I could not live like that anymore with a woman who refused to submit to the final authority..God. I call her type the "battleax syndrome." There can be NO democracy of two.

I think it's intended to make people paranoid, think they're crazy, or simply appear crazy when they refuse to use it, while at the same time it seems we're always given notice or signs of the evil.

The 666 thing is universally known to describe the Biblical mark of the beast, and the law makers could have chosen any other number especially since this law would enforce the use of an assigned number to work, ie., buy and sell, which are the characteristics of the "mark". Maybe they wanted to test the waters to see how much resistance is out here.

I see a 'do this my way or no perks from me' situation despite the clever phrasing you use; with all due respect mind you.

Life is far more complex then your idealized model here. If a woman is unfairly denied employment because a society religiously grows to want to socially engineer her back into the kitchen complete with diaper changes, she is forced to look for a husband to support her.

So she marries because she is going to have to survive, and do the lip service that she "just loves her submission to him."

In other words, there is a bias in your opinion here; and many women in your sort of system has a different view of it when they speak of it with people she trusts out of hubby's ear shot.

Slave owners used to feel the same way about their chattel too. And oft times the slaves would dance and sing crocodile words of praise and thanks for the ' privilege of this relationship.' But they obviously acted only out of fear of reprisal and self preservation.

I am far too pragmatic and aware that what you promote is a template of a patriarchal system that skews the balance in how we do things as a society away from respect for and harmony with the natural world.

Perhaps what we need is more the Iroquois model of Matriarchy whereby the man is the politician and the woman the purse string holder.

Hey now, you can't deny the our Constitution's system of checks and balances is not an innovative and sound way to keep power mongers and despots from gaining foothold.

Not only that, your positive affirmation of fruitfulness ignores the continued climb of the world's human population, and the inherent responsibility human have to control it if we are not going to allow predators like carnivores and disease do it for us.

Fruitfulness done with wanton disregard to the planet's carrying capacity for humans is nothing to be proud of. Controlling population is a complex issue, true; as it has to be made to be across the board so one people does not overrun more responsible people with their numbers.

It is going to be a contentious, but humans are going to have to wake up, grow up, and control population demographics globally. And I have no confidence religion as you believe in it is up to the task.

You see, half of the people living in that model have no power to exercise their responsibilities as an adult because they are subjugated and have to check with the parole officer before they can do anything.
