FEMA, the 800 Pound Gorilla, Ready to Pounce on America Funded with hidden tax money and by illegal drug profiteering, FEMA has spent billions on "black operations." With one stroke of a Presidential pen and without Consitutional protections, martial law can be mandated with FEMA having the tools to carry out the Executive Order. December 20, 2004 By Greg Szymanski The term "martial law" has very little practical meaning to most Americans. It has very little significance since the term isn't used much in a democratic society. Perhaps it could be a "show name" for an upcoming HBO sitcom, but it's definitely not a "real term," one used for anything made in America. Martial law is essentially a foreign phrase, one used only when talking about third world, uncivilized places. It's a term used to describe what goes on south of the border or some other "god-awful" place. But not here, not in America! To be more precise, martial law is used by government officials against targeted dissidents, social reformers, human rights activists, nuns, priests, pacifists, journalists, psychologists, students, teachers, housewives and children, all who reside far, far away from the homeland. Never in America could martial law be imposed. Never could it interrupt our passions for important things like NBA Basketball, the Super Bowl, The Oscars or the Emmy Awards. Doesn't everyone know by now, we have a schedule printed in TV Guide here in America that can't be interrupted? There's a full slate of television shows on over 300 satellite channels presented 24 hours a day that cannot be randomly stopped by something so trivial as martial law. It's simply something that can't happen here! Something that can't happen now, especially when we are on the brink of a new season of The Sopranos! Here's a thought, though: Provide a Direct TV satellite in a barbed wire detention center and Americans may enter willingly. But deprive them of a weekly does of Donald Trump's, The Apprentice, and watch everybody scream bloody murder. In fact, just try to tell an American that martial law will be imposed and the first thing out of his mouth is: "Impossible, I have to go bowling Friday night." Tell an American he already has "one foot inside a gulag" and he'll look at you kind of funny and ask: "What have you been smoking?" Nevertheless, while Americans are busy living life in general, billions of taxpayer money has been quietly spent since the early 1970s to set up the tools and internal mechanisms necessary to institute martial law in the blink of an eye. How? Enter the Federal Emergency Management Agency (FEMA), the 800 pound gorilla, poised to bounce on Americans at the drop of hat or by a host of Executive Orders already signed into law unknown to the public. What makes this so troubling is that all the internal arrangements have been made secretly, without public debate and without Congressional oversight. Essentially, the Executive Branch has taken it upon itself since the early 70s, even using illegal drug money at times, to establish a "shadow government" with the power to institute martial law. And as the law is presently written, Congress can not even intervene until six months after martial law has been instituted. Without dwelling on particulars, FEMA has been given the tools and authority to turn America into a police state on the orders of our "Texas gun-slinging President" without Congressional oversight or Constitutional protection. It's a scary thought, especially with a man like President Bush in charge for another four years. Listen how a former assistant attorney general of Pennsylvania described our imperialistic-minded President in recent court documents. "There has been a concerted campaign by the Republican Party to create and to maintain the illusion of George W. Bush, a corruptly-installed President with an under-reported history of serious, long term alcohol and cocaine abuse, whose successes in life had been attributable to amiability, amorality, and family connections , as a strong leader in a phony war against terrorism, a significant part of such terrorism to be created by government insiders themselves." So, we have a man at America's helm who could "fall off the wagon" anytime. We have a man who probably couldn't navigate a 16- foot pleasure boat in a time of crisis without his co-pilot, Dick Cheney, by his side. We have a man who already has proven to be trigger-happy, short-tempered and marginally intelligent. We have a man who is despised overseas and hated at home. We have a President who lacks the ability to think on his own two feet, sounding like untrained actor who can't even read his cue-cards right every time he speaks in public. It's a sobering thought that a man like this, with one simple Executive Order, could have FEMA, the 800 pound gorilla, swoop down with the power to suspend laws, move entire populations, arrest and detain citizens without a warrant or due process, seize property, food supplies and entire transportation systems. All this can be done legally, it's on the books right now and it's about time Americans understand how this 800 pound gorilla grew so large. THE GROWTH OF THE 800 POUND GORILLA FEMA is the single-most powerful entity in the United States, more powerful than the U.S. military FBI and the CIA. It is more powerful since it is not created under Constitutional law by Congress, but a product of Presidential Executive Order. Though FEMA wields tremendous power, few people understand its true function. FEMA was originally conceived in the Nixon Administration, refined under President Carter and given considerable teeth under Reagan, Bush I, Clinton and Bush II. It's important to remember FEMA was originally created to assure survival of the U.S. government in the event of a nuclear attack. Also, it was given authority to be the federal coordinating body during domestic disasters like hurricanes, floods and earthqaukes. However, it's awesome powers have grown over the years, first under the guidance of shady people like Lt. Col. Oliver North and General Richard Secord, the architects of the Iran-Contra scandal and the looting of America's savings and loan institutions. Unbelievable as it may sound, FEMA has even been given total control of State Defense Forces with an unorganized, often considered neo-Nazi civilian army intended to substitute fore the National Guard, if the Guard is called to duty overseas. Critics of FEMA's vast and underground powers are especially worried now since most of America's National Guard forces are now deployed in Iraq. Besides earthquakes and hurricanes, FEMA's vast authority extends to urban fires, forest fires, homeheating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. Since it's inception, however, approximately only 6 per cent of its budget has been used for natural disasters while the remaining billions have gone for secret underground facilities to assure continuity of government in case of emergency, foreign or domestic. FEMA's deceptive funding irregularities did not come to Congressional attention until the aftermath of Hurricane Andrew drew public attention to the agency. What came out of a critical look at FEMA was that it was spending 12 times more for "black operations" than for disaster relief-related activities. For example, it was uncovered that FEMA spent $1.3 billion for building secret, underground bunkers throughout the United States in anticipation of situations calling for martial law. Critics contend these situations are too easily triggered and, in fact, can be manufactured by abusive Executive authority. For example, under emergency plans already in existence, the power exists to suspend the Constitution, seize people property and turn the reins of the country over to FEMA by Executive Order. Once power is transferred to FEMA, it then has the authority to appoint military commanders to run state and local governments, order detention of any people considered dangerous and establish camps for to hold citizens for undetermined periods without probable cause or the right to counsel. And if you think it almost hasn't happened before, think again. Situations calling for martial law have occurred at least three times since 1984, once under President Reagan and twice under President Bush I in 1990 and 1992. Although each time the situation fell short of martial law, each time it came perilously close. But these close calls, of course, took place in a pre-911 world. Now, FEMA and martial law experts warn that America has been psychologically prepared to accept a complete government takeover in the name of a war on terrorism. In fact, as early as 1987, The Miami Herald published reports on FEMA's underhanded goals to suspend the Constitution in the event of a national crisis or national opposition to a military invasion abroad. As opposition mounts to our recent invasion of Iraq, critics warn FEMA is preparing to counter any widespread dissent. They further warn the main problem is that FEMA has been given the power to turn the country into a police state by an apparatus that virtually allows for a dictatorship. As noted by Harry Martin in a 1995 article discussing the potential abuses of FEMA's power, Diana Reynolds of the Edward R. Murrow Center, added: "It was James Madison's worst nightmare that a righteous group would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege and arbitrary government authority over the individual." With one stroke of a pen, here are some of the Presidential Executive Orders concerneing FEMA that would bring James Madison many sleepless nights: Executive Order 10990 let's the government take over all means of transportation and control, railways, highways and seaports. Executive Order 10995 allows the government to seize and control he communication media. Executive Order 10997 allows the government to take over all electrical, power, gas, petroleum, fuels and minerals. Executive Order 10998 allows the government to take over all food resources and farms. Executive Order 11000 allows the government to mobilize citizens into work brigades under government supervision. Executive Order 11001 allows the government to take over all health, education and welfare functions. Executive Order 11002 designates the Postmaster General to operate a national registration of all persons. Executive Order 11003 allows the government to take over all airports and aircraft, commercial aircraft. Executive Order 11005 allows the government to take over all railroads, inland waterways and public storage facilities. Executive Order 11004 allows the governemnt to relocate communities, build new housing with public funds,designate areas to be abandoned and establish new locations for populations. Bt Greg Szymanski

A national state of emergency can be declared by a concurrent resolution of both houses of Congress or by the President in the case of natural disasters, nuclear war, a massive mobilization in anticipation of an enemy attack on U.S. territory, or domestic civil unrest. A disturbing shift in policy occurred during the Reagan years which could have profound consequences with respect to civil liberties. Whereas civil defense planning in the past had focused on disaster relief, the national security focus of the Reagan administration meant implementing new ways to expand police powers in times of nuclear war, domestic unrest, or civil disorder. Bending under pressure brought by the Reagan Administration, Congress gave the president and his executive agencies sweeping emergency powers. This article will examine how those powers came to be, and will explore a possible scenario--the U.S. government's war on drugs--in which these powers might be used. However, during the last twenty-five years--beginning with civil unrest at the height of the Vietnam War--the government's plans have increasingly on focused ways of controlling political dissent. On October 30, 1969 Presdent Richard Nixon issued Executive Order 11490, "Assigning Emergency Preparedness Functions to Federal Departments and Agencies," which consolidated some 21 operative Executive Orders and two Defense Mobilization Orders issued between 1951 and 1966 on a variety of emergency preparedness matters. In 1976 President Gerald Ford ordered the Federal Emergency Preparedness Agency (FEPA) to develop plans to establish government control of the mechanisms of productions and distribution of energy sources, wages and salaries, credit and the flow of money in American financial institutions in any (heretofore undefined) "national emergency." This Executive Order (EO 11921) also indicated that, when a state of emergency is declared by the President, Congress could not review the matter for a period of six months. Even arch-conservative activist Howard J. Ruff was quick to point out that, since the enactment of EO 11490, "The only thing standing between us and a dictatorship is the good character of the President and the lack of a crisis severe enough that the public would stand still for it." While Ruff thought a national emergency might be used to destroy the free markets in the U.S. and take away the C.B. radios and guns of Americans, was alarmed for more rational and obvious reasons. In an editorial, the paper repeated Ruff's warning: "Executive Order No. 11490 is real, and only the lack of a crisis big enough, a president willing enough, and a public aroused enough to permit it to be invoked, separates us from a possible dictatorship, brought about under current law, waiting to be implemented in the event of circumstances which can be construed as a `national emergency.'" President Carter evidently did not share this concern and, in 1977, he signed Executive Order 12148 which created the Federal Emergency Management Agency (FEMA) to replace the Federal Emergency Preparedness Agency. This Presidential Directive mandated an interface between the Department of Defense (DOD) and FEMA for civil defense planning and funding. When Ronald Reagan came to power he gave FEMA vastly expanded executive emergency powers and appointed retired National Guard General Louis O. Giuffrida as his "emergency czar." Giuffrida's creation of contingency emergency plans to round up "militant negroes" while he was at the Naval War College caught the attention of then-Governor of California Reagan and his executive secretary Edwin Meese III. As Governor, Reagan called on Giuffrida to design Operation Cable Splicer. Cable Splicer I, II and III were martial law plans to legitimize the arrest and detention of anti-Vietnam war activists and other political dissidents. In 1971, Governor Reagan, with a $425,000 grant from the Federal Law Enforcement Assistance Administration, established a counterterrorism training center--the California Specialized Training Institute (CSTI)--and made Giuffrida its commandant. Shortly after he assumed the directorship of FEMA in 1981, Giuffrida had flooded high-level FEMA posts with friends from CSTI and the military police, had created a Civil Security Division of FEMA, and had established a Civil Defense Training Center in Emmitsburg, Maryland--based on the CSTI model. By 1984, the Center had trained one thousand civil defense personnel in survival techniques, counterterrorism and military police methods. From February to July of 1982, President Reagan signed a series of National Security Decision Directives (NSDD)--presidential decisions on national security objectives--on civil defense policy and emergency mobilization preparedness. While Reagan's real U.S. civil defense policy is contained in the classified NSDD 26, some of the law enforcement and public safety provisions of the policy are made public in NSDD 47. This National Security Decision Directive provides for an intensified counterintelligence effort at home and the maintenance of law and order in a variety of emergencies, particularly terrorist incidents, civil disturbances, and nuclear emergencies. Reagan gave the National Security Council (NSC) authority over the planning for civil defense policy with its expanded civil security powers. He mandated the creation of a senior-level interdepartmental board, the Emergency Mobilization Preparedness Board (EMPB), and charged it with responsibilities for policy and planning guidance, coordination of planning, resolution of issues, and monitoring progress. The members of the EMPB were the Assistant for National Security Affairs (as its Chair), the DOD's Secretary of Defense for Policy, the Director of the Joint Chiefs of Staff, and representatives from 10 other federal agencies. FEMA provided the staff, support secretariat and operational supervision for the EMPB and their working group on civil defense. According to then Secretary of Defense Caspar W. Weinberger, by February 1983, the EMPB had prepared--and the President had approved--a national policy statement on emergency mobilization preparedness. Oliver North served on the EMPB, having been assigned there from 1982 to 1984 by former National Security Advisor Robert McFarlane. General Giuffrida was there too, providing operational supervision. By forming the EMPB, Ronald Reagan made it possible for a small group of people, under the authority of the NSC, to wield enormous power. They, in turn, used this executive authority to change civil defense planning into a military/police version of civil security. This document indicates that FEMA had been given emergency powers to acquire resources from federal and state agencies (including National Guard personnel) and the private sector (banking, communications, transportation, etc.) "for use in civil disturbance operations." Apparently General Frank S. Salcedo, Chief of FEMA's Civil Security Division and Giuffrida's former colleague at CSTI, wanted more. In 1983, in a workshop at the annual meeting of the Academy of Criminal Justice Sciences, Salcedo recommended expanding FEMA's power further in the areas of survivability training, research on imposing martial law, and the potential threat posed by foreign and domestic adversaries. As he saw it at least 100,000 U.S. citizens, from survivalists to tax protesters, were serious threats to civil security. Salcedo saw FEMA's new frontier in the protection of industrial and government leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as the prevention of dissident groups from gaining access to U.S. opinion or a global audience in times of crisis. "THIS IS ONLY A TEST, REPEAT..." While improving capabilities to respond to civil security emergencies was for the most part a planning activity with the Reagan Administration, FEMA was also active in exercises to test these plans. In 1981, FEMA and DOD began a continuing tradition of biannual joint exercises to test civilian mo,bil,ization, civil security emergency and counterterrorism plans using such names as "Proud Saber/Rex-82," "Pre-Nest," and "Rex-84/Night Train." The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan), indicates that FEMA in association with 34 other federal civil departments and agencies conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense. The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial rule. Attorney General William French Smith finally became aware of the abuses of the Emergency Mobilization Preparedness Board operating under the NSC. He admonished McFarlane, Assistant to the President for National Security Affairs, who theoretically chaired the planning group. In a letter dated August 2, 1984, Smith responded to a request by the Office of Management and Budget (OMB) to review, for form and legality, a draft Executive Order revising the powerful EO 11490, assigning emergency preparedness functions to federal departments and agencies. The Attorney General said that apart from the legal review by the Office of Legal Counsel, "...I believe that the draft Executive Order raises serious substantive and public policy issues that should be further addressed before this proposal is submitted to the President. In short I believe that the role assigned to the Federal Emergency Management Agency (FEMA) on the revised Executive Order exceeds its proper function as a coordinating agency for emergency preparedness. "This Department and others have repeatedly raised serious policy and legal objections to the creation of an `emergency czar' role for FEMA. Specific policy concerns regarding recent FEMA initiatives include the abandonment of the principle of `several' agency responsibility and the expansion of the definition of severe emergencies to encompass `routine' domestic law enforcement emergencies. Legal objections relate to the absence of Presidential or Congressional authorization for unilateral FEMA directives which seek to establish new Federal Government management structures or otherwise task Cabinet departments and other federal agencies. Federal Bureau of Investigation Director William Webster had previously complained when FEMA's Director of Civil Security, General Salcedo, had intruded into the FBI's domestic intelligence jurisdiction under the rubric of counter terrorism. Salcedo was forced to turn over to Webster some 12,000 names he had been compiling on a list of potential threats to civil security. Furthermore, it came to light that while FEMA had been expending the lon's share of its energy and funding on building a civil security infrastructure, it had neglected its authorized civil defense role. On June 15, 1984, barely a month after Giuffrida filed his glowing accomplishment report with Meese, Robert Guffus, Inspector General of FEMA, wrote a draft report on FEMA's Comprehensive Cooperative Agreements (CCA) (with states) in civil defense preparedness. He concluded that management actions were needed to improve the effectiveness of programs with state and local governments. In his review of the CCAs he found inadequate FEMA management control, imprecise program guidelines and a lack of personnel resources. Programmatic and financial weaknesses were a result of fiscal mis-management, unclear assignment of responsibilities, overlapping job descriptions, inflated training figures, and lack of written procedures. McFarlane removed North from the EMPB and assigned him to help with conducting unconventional warfare in Nicaragua. Giuffrida resigned in 1985 after a House subcommittee charged that FEMA was being mismanaged, and it was publicized that Giuffrida had staffed FEMA with his military/police cronies and had allowed $170,000 of agency funds to be used to outfit a deluxe bachelor pad at the Civil Defense Training Academy at Emmitsburg. He now operates a security consulting firm in Washington, D.C. General Salcedo has moved on to be Presidential Liaison to Veterans Organizations at the Veterans Administration. There is some debate about what happened to the plans for a civil security emergency. There was a rumored joint investigation conducted by the Defense Department and the CIA into the unconstitutionality of planning for a civil security emergency by several government agencies. Supposedly, the two investigators, Special Forces Lt. Colonel Kvererdas and the CIA's William Buckley, prior to his fatal Beirut assignment, destroyed the plans and the exercise data. Some believe that much of the planning was incorporated into Vice President Bush's Report from his Task Force on Combatting Terrorism which has inspired civil security contingency planning at the U.S. Immigration and Naturalization Service by an Alien Border Control (ABC) Committee. The working group within the INS was designing plans and programs regarding the control and removal of alien terrorists, potential terrorist aliens and those "who are likely to be supportive of terrorist acti within the U.S." The most obvious resting place for the material is the National Security Council. In 1987, Reagan signed another NSDD, number 259, which superseded both NSDD 26, the secret civil defense plan of February 25, 1982 and the unclassified version dated March 16, 1982. Even though the 1987 version is shorter and more vague than its predecessors, no significant changes are evident in civil defense planning and programs from the 1984 EMPB scenarios. Just before he left office, Reagan signed Executive Order 12656 which assigned new emergency preparedness responsibilities. Reagan's final national security legacy to civil defense planning puts the NSC clearly in charge. In Section 104, EO 12656 states that the NSC is the principal forum for consideration of national security emergency preparedness policy and will arrange for Executive branch liaison with, and assistance to, the Congress and the Federal judiciary on national security emergency preparedness matters. The Director of FEMA has now been promoted to advisor to the NSC on mobilization preparedness, civil defense, continuity of government, technological disasters, "and other issues, as appropriate." The Director of FEMA is also authorized to assist in the implementation of national security emergency preparedness policy by coordinating federal departments and agencies; as well as state and local governments. It may be the first opportunity to call into action the years of planning and expense used to develop the emergency preparedness network. The Anti-Drug Abuse Act was passed in the final hours of the 100th Congress, when incumbents were anxious to return to their districts in order to campaign and when public opinion was calling for drastic action in the war on drugs. The Act was quickly drafted by congressional committees and private consultants, then passed by Congress without the usual legislative hearings and debate. The Act broadly defines the programs, goals, guidelines and appropriations for all the 58 federal departments plus the thousands of state and local agencies involved in the national war on drugs. Some provisions were made for drug education, prevention, treatment and rehabilitation, but much of the text focuses on the punitive measures to be taken by the government. The anti-drug policy authorizes the use of the U.S. military to assist in the drug war at home. If you live in federal housing or if you reside in large urban areas such as New York, Boston, Washington DC, or Los Angeles--where crime and addiction have turned neighborhoods into combat zones--this Act will authorize the military to fence off your streets, keep track of who comes from and goes to your home, stop and frisk you, your friends and family, and regularly inspect your home and belongings. If you or anyone who visits you is suspected by the authorities of using, selling or trafficking in any kind of illicit narcotic substance, you can be evicted from your home whether your landlord is the government or a private party. The Act increases state powers in the areas of government surveillance, intelligence gathering, and seizure of private property. It authorizes regional intelligence sharing centers, which not only compile statistics but provide contracts to states, local criminal justice agencies, and non-profit organizations for purposes of identifying, targeting and removing criminal conspiracies and activities spanning jurisdictional boundaries. The Justice Department is given the power to confiscate private property and deny state and federal entitlement by decree. Once caught, even casual marijuana users could be subject to the confiscation of their homes, cars, and bank accounts. The government seizure takes place through civil proceedings where the burden is on the defendant to prove his or her innocence, unlike the "innocent until proven guilty" due process guarantee of criminal proceedings. A NATIONAL DRUG CZAR William Bennett, as the Director of the Office of National Drug Policy, is an adviser to and voting member of the National Security Council. It is here in the NSC that the ultimate drug war could be fought. All it would take is a President determined enough, a Congress pliant enough, and people desperate enough for the drug war in America to be declared a national security emergency. If and when that happens, the NSC--as part of civil emergency preparedness--would be in charge of its implementation under the guidance of the President. A national security emergency would without a doubt decrease drug use in America. The government would be authorized to increase domestic intelligence and surveillance of U.S. citizens. State security measures would be enhanced by restricting the freedom of movement within the U.S. and granting the government authority to relocate large groups of civilians at will. The U.S. Continental Forces and a federalized National Guard could seal off borders and take control of U.S. airspace, all ports of entry, and interstate highways. It was James Madison's worst nightmare that a righteous faction would some day be strong enough to sweep away the constitutional restraints, designed by the framers to prevent the tyranny of centralized power, executive privilege and arbitrary government authority over the individual. These restraints, the balancing and checking of powers among branches and layers of government and the civil guarantees contained in the Bill of Rights would be the first casualties in a drug-induced national security state with Reagan's civil emergency preparedness unleashed. Nevertheless, there will be those who will welcome the National Security Council into the drug fray, believing that increasing state police powers to emergency levels is the only way left to fight America's enemy within. In the short run, a national security state would probably be a relief to those whose personal security and quality of life has been diminished by drugs or drug related crime. And as the general pblic watches the progression of institutional chaos and social decay, they too may be willing to pay the ultimate price: one drug-free America for 200 years of democracy. The Rex 84 Program was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Also I thought interment camps were as well until I heard Michele Maulkin advocating them. It is disturbing.

I've seen them. I live a few miles from an airport. The runway sets just off a road that goes by the airport. One day I was driving past and two were sitting on the turn-around on the runway and I was about 50 feet from them. If I only had a camera. I've also seen them land and take off because I think they stop for fuel. I slowed way down to just a few mph to get a good look. I never say anything about seeing them because of the 'stigma' attached but I know what I seen. They were black and unmarked just as people describe them. I got one helluva good look at them.
Jul 23, 2005 - California's Department of Homeland Security is warning hospitals in Los Angeles and San Diego of a possible terrorist attack. The department says it received "uncorroborated information" in early July that Al Qaeda has planned attacks in Los Angeles and San Diego. It quotes a U.S. government source saying eight trained pilots are already in the U.S., and nearly a dozen Al Qaeda members in California are helping them plan attacks using planes hijacked from Mexico or India. Their top targets are said to include a nuclear facility, a military or civilian airport, or a major hospital. The attacks are said to be planned for September or October. The department says it is warning people even though the information is uncorroborated, so people can keep their eyes open for anything suspicious.

CIVILIAN INTERNMENT CAMPS UP FOR REVIEW
In a revealing admission the Director of Resource Management for the U.S. Army confirmed the validity of a memorandum relating to the establishment of a civilian inmate labor program under development by the Department of the Army. The document states, "Enclosed for your review and comment is the draft Army regulation on civilian inmate labor utilization" and the procedure to "establish civilian prison camps on installations." Cherith Chronicle, June 1997.
Civilian internment camps or prison camps, more commonly known as concentration camps, have been the subject of much rumor and speculation during the past few years in America. Several publications have devoted space to the topic and many talk radio programs have dealt with the issue.
However, Congressman Henry Gonzales (D, Texas) clarified the question of the existence of civilian detention camps. In an interview the congressman stated, "the truth is yes - you do have these stand by provisions, and the plans are here...whereby you could, in the name of stopping terrorism...evoke the military and arrest Americans and put them in detention camps."
HISTORY OF CIVILIAN INTERNMENT CAMPS
The concept of mass internment camps was implemented during the decade of the 1930's when the idea was either integrated into national security planning or put to actual use in the world's three socialistic experiments - the Soviet Union, Nazi Germany and the United States under Roosevelt.
On March 9, 1933, Adolph Hitler put his Dachau detention center into operation where thousands of his own countrymen were sent. (Source: Martin Gilber,The Holocaust). Stalin exterminated 7 to 10 million in his rural collectivization program from 1931-1933 and another 10 million in the purges of 1934-1939. It was this decade that the Soviet Gulag proved its worth. On August 24, 1939, FBI Director J. Edgar Hoover met with FDR to develop a detention plan for the United States. Five months after this meeting, Hitler opened the Auschwitz detention center in Poland.
On August 3, 1948, J. Edgar Hoover met with Attorney General J. Howard McGrath to form a plan whereby President Truman could suspend constitutional liberties during a national emergency. The plan was code-named "Security Portfolio" and, when activated, it would authorize the FBI to summarily arrest up to 20,000 persons and place them in national security detention camps. Prisoners would not have the right to a court hearing or habeas corpus appeal. Meanwhile, "Security Portfolio" allowed the FBI to develop a watch list of those who would be detained, as well as detailed information on their physical appearance, family, place of work, etc. (David Burnham, Above the Law).
Two years later Congress approved the Internal Security Act of 1950 which contained a provision authorizing an emergency detention plan. Hoover was unhappy with this law because it did not suspend the constitution and it guaranteed the right to a court hearing (habeas corpus). "For two years, while the FBI continued to secretly establish the detention camps and work out detailed seizure plans for thousands of individuals, Hoover kept badgering...[Attorney General McGrath for] official permission to ignore the 1950 law and carry on with the more ferocious 1948 program. On November 25, 1952, the attorney general...caved in to Hoover." ibid.
Congress repealed the Emergency Detention Act of 1950 more than twenty years later in 1971. Seemingly the threat of civilian internment in the United States was over, but not in reality. The Senate held hearings in December, 1975, revealing the ongoing internment plan which had never been terminated. The report, entitled, "Intelligence Activities, Senate Resolution 21", disclosed the covert agenda. In a series of documents, memos and testimony by government informants, the picture emerged of the designs by the federal government to monitor, infiltrate, arrest and incarcerate a potentially large segment of American society.
The Senate report also revealed the existence of the Master Search Warrant (MSW) and the Master Arrest Warrant (MAW) which are currently in force. The MAW document, authorized by the United States Attorney General, directs the head of the FBI to: "Arrest persons whom I deem dangerous to the public peace and safety. These persons are to be detained and confined until further order." The MSW also instructs the FBI Director to "search certain premises where it is believed that there may be found contraband, prohibited articles, or other materials in violation of the Proclamation of the President of the United States." It includes such items as firearms, shortwave radio receiving sets, cameras, propaganda materials, printing presses, mimeograph machines, membership and financial records of organizations or groups that have been declared subversive, or may be hereafter declared subversive by the Attorney General."
Since the Senate hearings in 1975, the steady development of highly specialized surveillance capabilities, combined with the exploding computerized information technologies, have enabled a massive data base of personal information to be developed on millions of unsuspecting American citizens. It is all in place awaiting only a presidential declaration to be enforced by both military and civilian police.
In 1982, President Ronald Reagan issued National Security Directive 58 which empowered Robert McFarlane and Oliver North to use the National Security Council to secretly retrofit FEMA (Federal Emergency Management Agency) to manage the country during a national crisis. The 1984 "REX exercises" simulated civil unrest culminating in a national emergency with a contingency plan for the imprisonment of 400,000 people. REX 84 was so secretive that special metal security doors were installed on the FEMA building's fifth floor, and even long-term officials of the Civil Defense Office were prohibited entry. The ostensible purpose of this exercise was to handle an influx of refugees created by a war in Central America, but a more realistic scenario was the detention of American citizens.
STATE OF EMERGENCY
Under "REX" the President could declare a state of emergency, empowering the head of FEMA to take control of the internal infrastructure of the United States and suspend the constitution. The President could invoke executive orders 11000 thru 11004 which would: 1- Draft all citizens into work forces under government supervision. 2- Empower the postmaster to register all men, women and children. 3- Seize all airports and aircraft. 4- Seize all housing and establish forced relocation of citizens.
FEMA, whose black budget comes from the Department of Defense, has worked closely with the Pentagon in an effort to avoid the legal restrictions of Posse Comitatus. While FEMA may not have been directly responsible for these precedent-setting cases, the principle of federal control was seen during the Los Angeles riots in 1992 with the federalization of the National Guard and during the siege at Waco, where Army tanks equipped with flame throwers were involved in the final conflagration.
GOVERNMENT VIOLENCE IS "LEGITIMATE"?
The Deputy Attorney General of California commented at a conference that anyone who attacks the State, even verbally, becomes a revolutionary and an enemy by definition. Louis Guiffreda, who was head of FEMA, stated that "legitimate violence is integral to our form of government, for it is from this source that we can continue to purge our weaknesses."
It is significant to note that the dictionary definition of terrorism - "the calculated use of violence" - corresponds precisely to the government's stated policy of "the use of legitimate violence." One might ask, who are the real terrorists? Guiffreda's remark gives a revealing insight into the thinking of those who have been charged with oversight of the welfare of the citizens in this country. If one's convictions or philosophy does not correspond with the government's agenda, that individual may find himself on the government's enemy list. This makes him a "target" to be "purged" by the use of "legitimate violence."

There over 600 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States.
