Sorry, no link yet, but the Senate is debating at the moment after an amendment was added last night at midnight, on a 49-48 vote, to limit a guest worker provision to five years, after which it will have to be renewed. Republicans have gone ballistic, because big business considers this the main point of the bill. They have said that if the amendment remains, they will vote against the bill. If they do, Reid has said he will pull it from the floor, effectively killing it.

Much arm-twisting going on right now, but it looks like it's dead unless Bush and the Republicans blink.

My comment. This part of the bill is the worst part. "Guest worker" provisions essentially allow for legalized slavery. "Guest workers" are often kept in horrible conditions, charged outrageous fees for foodservice and a place to sleep, are often paid a fraction of what was promised, etc. If they complain, they get blackballed.

In a larger sense, guest workers are really bad for the country. You end up with thousands of disaffected, bored young men who don't know anyone or have any ties to the local community...and that ain't good.

Employers love the idea, though. It lets them hire people cheap and for limited periods of time, with no benefits. It also lets them play hanky-panky with who's actually legal and who isn't. That's why the Dems want to limit it, as a club to make employers play fair. If they don't, it dies. And employers don't want to be forced to play fair.
