Bill Cosby's popularity in the African American community hasn't been the same since he started speaking his mind about it. He has told parents to start parenting. Told the community it was complicit in the misogyny, vulgarity, violence and racism in black culture.

Many take offense. Why blame a people still struggling with racism, inequality, poverty and crime?

Their complaints can't be dismissed. But neither should Cosby. Everyone - black, white, whatever - needs to hear what he's saying - and act.

Monday, Cosby joined Men United for a Better Philadelphia on an 11-block antiviolence march through West Philadelphia. Then came a frightening FBI study in which, among U.S. cities of one million or more, Philadelphia leads in the rates of murder and violent crime per 10,000 inhabitants.

Monday's march, Cosby's words, and these searing statistics suggest that much work remains for this city, on several levels.

Individual. How about this for an unusual statement?: The killers are wrong. Many may be teenagers, on drugs or poor. They may have suffered disrespect, violence or crime. They may belong to an oppressed class or race, trapped in a hopeless system in which every roll of the dice is a loser.

No matter: If they kill, they're wrong. They are always wrong.

Cosby's message to young men: Stand up and accept yourselves as responsible agents. Step away from the annihilations of backward rage. Accept that murder makes you less of a man.

Family. Be closer to your children, Cosby said. Parents should "love and hug" - create a home environment of acceptance and closeness, to counter the fear and brutality outside. And fathers can't teach if they don't stick around. "We've got to teach our children to think of other ways to settle ill feelings" - one of Cosby's best lines on Monday. Which leads to:

Community. As Penn professor Elijah Anderson has shown, the "code of the street" has undermined older codes of right and wrong in the black community. Individuals can help change such malignant codes - but scuttling them will take the effort of many villages. Better, more watchful neighbors. Friends being better friends. People unafraid to say, "That's wrong."

"Stop waiting for Christ to come," Cosby told the crowds, a shocking line - but also Christ's own teaching (Luke 17:21, "The kingdom of God is among you"): That the future rests with us and our work. This can become the city of brotherly and sisterly correction if the neighborhoods will shoulder the task. More marches. More speaking out. More teamwork. More work.

City. Mayor Street and mayor-presumptive Michael Nutter should build consensus now for a citywide antiviolence program. This isn't politics; it's survival, for hundreds of citizens a year, and for the city itself. More policemen on the streets? More support for groups such as Men United? Decide now and make it happen.

State. Gov. Rendell has the city's interests at heart, but can he rouse Harrisburg to allow the city to enact tougher gun-buying rules?

National. As the FBI report shows, this country's inner cities suffer some of the same problems they've had since the 1960s. Few in power want to talk about that. Barack Obama did in a speech Tuesday, decrying the "sense of disconnect" that leads to a "quiet riot" of despair. If anyone thinks the federal government is doing enough for America's inner cities . . . the writing is on the wall, in blood. Big gov can't do everything. But could George W. Bush leave a better domestic legacy than a bipartisan program that backs the efforts of states and cities?

The hardest work - to accept - goes back to the individual. To accept is to care, and to care is to act. Denial and waiting don't make a revolution. As Cosby memorably said: "The revolution is in your neighborhood . . . in your streets . . . in your apartment . . . in your mind."

This is a shame, but I want everyone who views this to note something; despite all of the media hype about the massive crime wave rolling out of Mèxico into the United States, I do not think it applies here. Nor in most large cities.

I would expect that, just as in Los Angelas, it is the Cripes and the Bloods (which were closely linked with the CIA in the posts I did about the CIA and drugs into the SW) that are foremost in these problem areas.

The Crips and the Bloods are not the major gang influence in Los Angeles, Portland, and Seattle these days. Its the 10th Street and 18th Street Gangs(Hispanic from LA) and MS-13.

The majority of "gang" students in our local high schools here in Oregon are ALL Hispanic.

What have the Crips and Bloods been doing lately? Not much. They're being targeted for ethnic cleansing in LA.

Ain't no apologetics about it; it is called reality. I think all gang members should be arrested, tried, and if found to be a member of one of the gangs, executed on the spot. But I refuse to let people accept the non-sense that comes out of the main-stream press. Simple as that.

There are about 500 Sureño Hispanic gangs in Los Angeles County representing over 50% of the gang memberbership. What is the difference? The size of the gangs, which in the case of the Hispanic, are generally small, as compared to the Bloods and the Cripes.

So I understand that I know nothing about this subject, and, it took all of 3 minutes to find the info...... that being said, why is it that nothing is being said about the Cripes and the Bloods now.... Could it be that they are under the protection of the CIA?

If you had bothered to read the posts about the CIA and their distribution of drugs into the SW, and if you had read any of the books that have been written about the CIA and how they control a lot of the media, why, some of this might just have occured to you.

The "varrios" (barrios, or Hispanic ghettos) vary in size. Some are simply streets two or three blocks long while others such as Nuestra Familia (Our family) and White Fence control entire housing projects.

No mention of the fact that La Eme or The Mexican Mafia probably still runs the murder for hire on the streets from inside the prison walls.

He supports the illegal invasion of America and has referred to it as a people reclaiming their ancestral land. Nope. Don't go there. I never said that they were disorganized or of no consequence. And it is explained that they are in other cities the same way that you explain the existence of bloods and cripes in Denver and Dallas and everywhere else that they are.

Look, gangs are gangs, and if you let the media start you to thinking that ONLY one group of gangs is dangerous or should be banned or concentrated on, then you are letting yourself be propagandized. ALL of these gangs are dangerous, and pose a very serious threat to peace and stability. A lot of this type of 'no more coverage' for the problems of the other gangs PROBABLY ties back to the CIA and their drug running.

That being said, what do you know of the gangs, and why they exist, and why do the Latino gangs SEEM to impact you more than the black gangs?

First off, gangs are territorial. Right? So, how many times do you go into the black ghettos? On the other hand, the Mèxican barrios (neighborhoods) are closer to the locations where they used to/still do work; near the farming and fruit raising/construction communities. This puts them directly into contact with white people, much more so than the black gangs, generally speaking.

The other thing that you need to understand about these gangs is that WE created them; that is to say, the actions of the United States government. There are now 4-6 generations of children in the inner cities that grew up in broken homes; homes that the government DELIBERATELY paid to be broken through the rules promoted by the welfare state where if a woman wanted assistance, she was not permitted to live with a man. Now, does that make any sense to you? Never did to me.

So we have all these generations of children, locked out of society, raised in front of the TV, fed violence and mayhem as a steady diet from the age of what? 3 on, and then they look for leadership. Are we surprised that they found it?

Do you understand that the young men in these gangs join for life? AND, that they accept that once they join, they are nothing without the gang, and, are walking dead men just waiting to die? Many of the gangs buy a burial plot and a coffin for the initiates when they are fully admitted into the gang. AND THEY CAN NOT LEAVE THE GANG WITHOUT BEING MURDERED.

My point in all of this is that WE created the gangs, and to think that somehow, by closing the border or something the problem is going to go away is not only foolish, it is ignorance of the worst kind. The gang problem that we have in America started in the United States and spread from there to Mèxico, and is now coming back from there, yes, but THAT HAS NOTHING TO DO WITH WHAT IS ALREADY HERE!

The problem needs to be fixed, but to think that blaming the Latinos for the problem does not cut it.

And just to clear the air, I do not support amnesty in any form or shape. I think it is simply another step in destroying the soverignity of Mèxico. The border should be sealed tightly; BUT, doing that the way everyone in 4um talks about is doing it the same way the main stream media promotes, and that is like trying to use a barbed wire fence to stop a water flood!

Fix the problems in the United States. Start with the politicians. THAT is the only solution.

The politicans come second. First is to fix the character of the American people.

Here in Oregon, we have dealt with the black gangs. We sent the police in to where they were operating and let them take care of business in any way they chose. Those gangs chose to clear out.

After that came the Asian gangs. Same thing. We concentrated on them and arrested, deported, and drove them out.

Now its time for the Hispanic gangs. We'll shoot them, arrest them, and deport them.

You got a problem with any of this? Right now there is a gigantic Hispanic crime wave falling over the Northwest and California. Here in the PNW it will be dealt with the old-fashioned way. We'll shoot them, arrest them, and deport them.

As an aside, there is no such thing as a "violent black gang" in Oregon nor is there a "violent Asian gang" in Oregon any longer. They know that if they get uppity, they will be put down hard and fast.

The Hispanics are running around screaming "This is our land" - and will be taught a very nasty lesson. They too will be shown who is in charge and its NOT THEM nor is their apologists and enablers of which you are one.

So step back and let the real men take care of business. Don't worry, we'll clean the streets while we're at it so even you can be safe here.

The HUD regulations do not prohibit married couples from participating - it is a "means" based program that is based on the applicant(s) combined family income.

I've been dealing with this since 1988 and have seen the devastating effects that it's had when women chose to get, or find themselves, pregnant by some hapless, hopeless loser and then get on all the housing, food-stamp, etc programs that are out there. Serial kids by serial dads, who repeat the behavior of their parents.

Very few of our tenants have had the gumption, drive, or desire to break out of their shackles.

By 1988 there was already what, 2 or 3 generations that had learned that the way to have money in the inner city was to get pregnant as fast as possible; have as many children as possible and live just like their mothers. And the HUD program was not a part of the welfare state. The welfare state was direct payment to the mothers who would agree to live without a husband.

Children learn from their parent(s). When the lessons are reinforced by the government, well, we get what we sow.

The Portland Police have a nationwide reputation for making the LAPD look like a pack of Boy Scouts.

You got a problem with any of this?

I already told you my opinion of the gangs. Do I need to repeat it?

All I have to say is good luck. The United States government is operating lotteries in many, many COLORED nations offering green cards to the winners of the lotteries. For a while there I could not log onto Yahoo without a pop-up offering me a chance to win a green card (50,000 winners this month!!).

In addition, the post I did on the passage of NAFTA in Mèxico clearly showed that at the time of that story, about ten years ago, already more than 6 million of the poorest of the poor in Mèxico had been forced off of their land. Now, the number exceeds 15 million, and they have nowhere else to go except to the north. That means close to the border with the US looking for jobs (and we see them nearly daily riding the tops of the trains coming through here), and, when there are no jobs to be found on this side of the border, they cross the border. So, if you think you can shoot, deport, stop or otherwise hinder what is going on, well, you need to take a close look at what is being done to the border patrol, and start with the two who are in prison for interfering with a (protected) drug trafficar.

Now, most of those people crossing from Mèxico are never going to be gang members, or in any way disrupt society. BUT, a certain percent of them will, and as pressure from Mèxico grows, there will be more and more of the problem makers, as a natural result of the pressure.

And, I will predict what you will see next. The last election in Mèxico was stolen, the same way that Georgie got into office, and the people here know it. And they are, a lot of them, upset. If the criminal-in-charge in Mèxico begins to lose control, he will call the criminal-in-charge in the US and ask for US troops, and he will get them so he can maintain control for the proposed union of Mèxico, Canada and the US.

And people like you will wisely nod your heads as the US troops move south (of course after being told that it is the only way to control the flow of drugs out of Mèxico! AS IF!) and say, ABOUT TIME!

But perhaps someday some of you will begin to understand how propaganda works, and how your attention is kept focused on one thing, while something else is going on behind your back, but right in front of your nose!

I fully support a tightly controlled border with the US, but it can not be done without reformation in the United States. Which means, basically, the US keeping its hands off of Mèxico!

That thought process is not only delusional but wrong.

Mexico needs reform -- it is corrupt and exports its poverty problems. The correction is, unfortunately, a revolution. Sending people BACK to Mexico would light off that powder keg and let the people seize control of their own country.

Permitting the elites to export the problem makes it worse.

Yet you don't understand the basics of the problem and claim "others don't understand propoganda" - well, here's some news for you. The solution to the problem is to send pissed off people BACK to Mexico so THEY can take control of their own country.

Anything else permits the elites to perform just as you complain they do.

Thus, you are an apologist for the elites and a propogandist yourself while performing as an enabler for the exportation of Mexico's problems.

America is not at war. The military is at war. America is at the mall and the Congress is out to lunch.

The Housing Authorities have been with us since FDR, 1937, I believe; but the rest of the Great Society is Lyndon's doing.

Much more money is spent on its administration, than ever gets to the "clients."

I fully support a tightly controlled border with the US, but it can not be done without reformation in the United States. Which means, basically, the US keeping its hands off of Mexico!
