And if you note the man who said the words I quoted, he is stated to have worked on hundreds of homes, so I doubt that he is illegal. And if he is, there are existing laws about that, as I recall, which include fines, if applicable, and deportation PLUS, if they are enforced, fines for the company hiring him.
I also have a nephew (my wife's) working house construction in Arizona. Been there 10 years, married to a Latino from the states, completely legal and been that way for many years. So, this ain't all about illegals, thank you.
It seems to me that the issues go beyond what everyone here is stating, and, PROBABLY revolve around Pulte wanting to use more (cheaper) illegals now because of slumping home sales.
Of course, everyone probably better get used to THAT.

The workers are not the owners of the property. If they're launching a protest, the owner has the absolute right to tell them to get lost or restrict their access to the job site. The employer also has the right to issue worksite rules detailing what employees can and cannot do on the worksite.
Its pretty cut-and-dried.
You'll note I'm not even bothering to address the immigration status of the workers; this is simply a property rights issue coupled with the employer's authority to regulate the activities of the employees.
A protest on a construction site is easily deemed "unsafe" and 'protesting' employees may be ejected for simple safety concerns.

And I am thinking back to the post on 4um the other day where it was explained how a law firm had produced a video on how to hire green card workers, while refusing to hire Americans for the same work. Americans who they would have to pay more too.
And in what I am seeing, and after all of the adds I have seen down here about LOTTERY FOR 50,000 GREEN CARDS THIS MONTH!, I still think that what this is about is Pulte looking to cut costs by bringing in more illegal and/or green card workers at lower pay.
