Why black neighborhoods have high unemployment

By Harry C. Alford, NNPA Columnist

June 25, 2007

Despite what many bigots and ignorant minds would like to think, Black neighborhoods are blighted for a reason other than a biological one. The reason or reasons are calculated schemes by sinister and greedy minds that conspire to exploit naïve entities to quench their thirst of money and power. For every exploited Black family or household there are these conspirators profiting and solidifying their grip on a disparity that benefits them at the cost of others.

We learned this early in forming the National Black Chamber of Commerce in Indianapolis. Prompted by a complaint from a local Black contracting group we began to investigate a particular Community Development Corporation, CDC, in a particular all Black neighborhood. This CDC was managed by Whites who did not live in the neighborhood. They were adding new homes into the community but were blocking Black contractors who lived in this neighborhood from working. We learned that they were building homes for three times the actual costs. Why would they accept such high bids? They could retail them at that price and that would cause the existing homes to increase in comparable price. Property taxes and rents were beginning to skyrocket and, thus, forcing existing residents to flee or be forced out. The beginning of "gentrification" was forming in another Black community. White Yuppies were beginning to arrive and bust up a stable historical Black community.

It was time to go on the offensive. We teamed with the Concerned Clergy and demanded the board of directors of this CDC be solely made up of long time residents of the neighborhood it was serving. All contractors working there would be local residents. Any workers with cars having license plates not from that or neighboring communities would be subject to tire slashing and sugar in the gas tanks. Appraisers and realtors were warned not to consider the latest home prices as they were instruments of price fixing and gouging. Home prices would be monitored and the residents will appreciate their properties consistent with normal markets. We saved this neighborhood and created vast employment for the local residents. What are your local CDC's doing?

Housing Authorities are authorized to train and hire public housing residents for 30 percent of the jobs created through HUD monies. This is Section 3 of the HUD Act which became law in 1968. The problem is no more than 10 percent of cities and housing authorities offer this. They want the residents to remain poor and unemployed so that their little futures are guaranteed. You can't service poverty if there is no poverty. Please consider your local Housing Authority corrupt and noncompliant with Section 3. Section 3 complaints are supposed to be resolved in 6 months. Our complaint against the City of Jacksonville has been kicked around for 12 years and counting. It is probably going to take civil disobedience to get the City to move. Remember it was the Watts Riot that caused Section 3 to get on the books.

Banks in DC were touting their Community Reinvestment Act, CRA, activity by offering 2-3 percent mortgages to first time home owners in the Shaw District. The only problem was that the first time home owners were Yuppies making 150-200 hundred thousand dollars per year and they were buying new homes and converted condos at exaggerated prices the locals could not afford. Today, the Shaw District is about completely gentrified with the old established Black families pushed out. At the same time, the Washington Housing Authority has been offering section 8 rental vouchers to residents so long as they leave Washington, DC. Some have been displaced as far as Hagerstown, 70 miles away. I understand that Chicago has been transplanting people as far as Danville, IL hundreds of miles from the south side of Chicago.

A CDC in downtown Indianapolis built the Madame CJ Walker building with a grant from the US Department of Health and Human Services. The grant was to provide full time employment to people living on welfare and under the poverty level. The building ended up providing low rent for the Indiana University School of Optometry and a large law firm friendly to the Governor. Not one job went to anyone living under the poverty level. I asked the federal government for a copy of the grant specifications and application from that CDC. I pressed and pressed and eventually they proclaimed "The file is lost. We cannot give it to you because we don't know where it is". Yes, they were in on the scheme too.

These are just a few of the games played on us. They are harmful and, in fact, lethal in more ways than one. If we had jobs there would be no need to sell crack and rip off. As long as they block us, high unemployment will continue. Let's begin to fight it.

I'm working with a group that's doing something similar. a neighborhood council was formed, everyone in the neighborhood is a member, and everything has to go through them. they are really improving their neighborhood, and it's great to see it happening! they have actually turned down hud funding and habitat for humanity, because both groups require too much control over projects. so it's slow-going - we're talking about a 9 or so block area and they've been working on it for about 8 years, but all the steps, small as they are, are in a forward direction.

to clarify, I don't live in this neighborhood, but I do real estate title work - my contribution is free title searches. I have no desire to exert any control or participate in decision making. that is what ruins efforts like these - people who see a buck to be made. that isn't the point. my hope would be that as this area develops, those on the outskirts would want to get involved and expand the area. it can only be good for the area involved and the city as a whole.

other parts of this city have been targeted by the government for beautification and development, and it's exactly as the article says. yuppies with good jobs take all the government $$ and the poor are forced out, many to live on the streets.

the plan where the actual residents of the neighborhood have control is slower, more painful financially and teeters on the brink of failure all the time, but in the end I think it's the way to go. a beautiful neighborhood built on the suffering of the poor is something less than beautiful in the long run.

Just got off the phone with Dole's and Burr's offices re S1639 cloture vote.

Dole is voting against cloture. Good!

Can't get through to Burr's office in DC. Get busy signal or "system is busy" message. That's good, too!

Called Burr's Winston-Salem office. I jokingly mentioned that his phone may be off the hook in DC. They said it wasn't, that he was getting overloaded with phone calls. They would not tell his intended vote.

Why black neighborhoods have high unemployment

In this discussion, all of you are missing what is actually going on/has been going on, which is Economics. Simply put, so that anyone can understand it, economics is warfare at the most base level. It is also the only real reason for warfare, once all of the non-sense is taken away.

What is happening to America is not an accident; not any particular of what is happening has occurred accidently. It has all been planned, and very carefully carried out over many, many years. And this includes the concentration of the poor in the inner cities where they could be milked and exploited.

How? By two devices: the institution known as welfare, and, by the destruction of the only outlet such people have in a nation; the removal of subsistence farming from America.

Any nation is made up of many, many different parts. But of all of those parts, the ability to feed itself is the most important, in two ways.

First, just being able to feed the population of a nation is a big job, and, I am sure everyone will agree, rather important.

Second, many of the poorest people of all nations live on farms, very small farms, where they not only provide food for themselves, but make up a major portion of the non-city population. When these people are forced off of those farms by deliberate actions of the government, the only place for them to go is into the city, where they provide cheap labor for the corporations. However, there is seldom enough work for all of them (which keeps pressure downward on wages), and, simply put, not all of them do well at such jobs.

Enter welfare, which not only locked them into the city once they got there, but was set up in such a way that it destroyed their family connections. The end result of that was predictable, and predicted; hard core unemployed, riots, discontent, and, eventually, street gangs.

Prior to the government attacking farming, there were slums in the major cities, but nothing like what exists now. In addition, those in those slums did not have the 'opportunities' to make money selling drugs that they do now. Nor, to accumulate money as they do now, with drugs.

It is not an accident that all of these forces were brought into play at about the same time; making certain drugs illegal, attacking the family farm (America has lost 25 million family farms since these programs started), and welfare. (There was also Prohibition, but while that certainly gave a jump start to the criminal elements in America, it was aimed more at the destruction of the competition against gasoline from burning privately grown and made alcohol in cars and trucks.)

Many of the people who have left the farm and came to the city were white, yes, but a large percentage of them were the poor blacks who had survived for generations on their small farms. There were poorly educated, and poorly equiped to compete in the cities. If you are having trouble understanding what I mean, the same thing is just now being done in Mèxico, and America is on the receiving end of the migration of those people newly forced off of their land in rural Mèxico. These people were/are the poorest of the poor and the least educated in Mèxico.

But here, in America, when they were forced off of the land, they had nowhere to migrate to, except into the cities.

If you do not understand what I am speaking of, remember these three words; thesis, antithesis, and syntesis. You can also look up the post of that name for further study. The programs that were instituted back in the 20s and 30s were designed to tear America down and rebuild it into a different image, without the people understanding what was going on. And everything that is being posted in 4um right now is simply info to digest to see how it is being done.

For further understanding;

The 'abolition of racial exclusiveness,' which has (also) been official U.S. Government policy since 1945, was, quite simply, the Jewish Marxist goal of planned genocide of the White Race, because the White Race remained the only possible opposition to the total domination of the world by international Jewish Marxism. No African or Asiatic nation has ever mounted a successful counter-revolution against a Communist regime, nor have they ever desired to. (Cincinnatus, Foreword, War! War! War!)

A reasonably astute analysis. Welfare is one of the dirtiest tricks ever played on Black Americans. Had welfare, Johnson's "Great Society", not "happened" Black Americans were building up, getting educated, and demanding equality. Whether you call them Marxists or the NWO you get the same bunch of criminals. Marxism was itself a tool for setting up the "Ant Hive" society that the Rothschilds, the European Nobility, and Rome want to preside over.

To call it a "Jewish thing" misses the point though. Yes some of the big movers and shakers in this push for a totalitarian world government are ethnically Jewish, but they are no more good religious Jews than Hitler, or John D. Rockefeller, was a good Christian. This game is about, and has always been, the psychopathic megalomania of a few of different backgrounds with one common and abiding interest - a sick and twisted desire to lord it over others and to presume some innate superiority because one of their ancestors was a successful big time thief. They are basically philosophic materialists and ultimately anti-religious (unless one considers Satanism a valid religion which I don't).

It is correct, I believe, though to say that the opening of the floodgates of immigration is an attempt to dilute the resistance posed by the American people, but it is not just "whites" that they fear as the spirit of liberty is shared by ALL true Americans whether they be the descendents of British Pikemen, Vikings, Saxons, Jutes, Vandals, Micks, Wops, Zulu, Masai, Bantu, Sioux, Apache, Commanche, Samurai, or Coolees. It is that CULTURE of liberty and independence that they wish to destroy. "How dare those damn commoners think themselves equal to their betters." That is the target in fostering immigration at a rate too fast to assimilate and aculturate.
