Sounds like Bush could nail himself along with the entire USG apparatus with this EO.

Either the VOA copy writer is a little clueless or this person has a wicked, dry sense of humor. Juan Cole channeling VOA!

Section 8 of the E.O. really does exempt the United States. Voice of America was right.
