Cheney is the ultimate DC party climbing- bureaucracy post hopping- apparatchik. And the most successful apparatchiks in DC - are precisely those who have mastered the art of avoiding any sort of accountability. Cheney's actual record in his myriad DC posts from a patronage job on the staff of a Wisconsin congressman- to cheap political operative party hack in the Nixon and Ford Adminstrations in which he held a number of posts- none for very long and in all either a failure or mediocrity- to the buying of his Wyoming congressional seat by DC interests (a state he hadn't lived in for 20 years when elected) to his stint as "Defense" secretary (marked by failure after failure) has been marked by one consistent theme- avoiding blame for anything - and miraculously being able to trade upwards in posts without actually doing anything. The man is a grey dull bureaucrat and party hack of no accomplishment- a citizen of DC through and through.
