I would say, 'it depends'.

If, 25 years from now, the US broke into several directorates, some of them might issue arrest warrants for W. The New England union would, for sure. New Israel... might offer him shelter. The New New Mexico... hard to say. The Idaho Potatoheads Confederation would probably issue a 'shoot on sight' order. But all this breaking up may not happen for 50 years, in which case Bush might be able to survive unarrested.
