Officials with the FBI said Friday their lead investigator in the Columbine High tragedy will stay in his post despite close ties to the school.

Dwayne Fuselier's son graduated from Columbine in 1997 and was one of the students who produced a videotape more than two years ago that shows trench coat-wearing students armed with weapons moving through the school's halls.

The film ends with four students walking away from the school as it explodes in flames.

"I have complete faith and confidence in Dwayne Fuselier," said Keith DeVincentis, acting special agent in charge of the FBI's Denver office.

In addition, FBI spokesman Gary Gomez said there was "absolutely no discussion" of reassigning Fuselier, 51, a **** psychologist, in the wake of the disclosures in Friday's Denver Rocky Mountain News.

"There is no conflict of interest," Gomez said.

The tape, made in 1997, has no known connection to either Eric Harris or Dylan Klebold, the two students who donned trench coats and attacked Columbine with guns and bombs during the lunch hour April 20. Before they committed suicide, Harris and Klebold killed 12 students and a teacher and wounded 23 others.

Fuselier is one of three commanders leading the investigation, along with sheriff's Lt. John Kiekbusch and Capt. Dan Harris.

The sheriff's department had taken no position on Fuselier's continuing role in the investigation, deputy Troy Gardalen said.

Sheriff John Stone has not spoken publicly about any aspect of the investigation since Tuesday.

Officials from the U.S. Attorney's office also would not discuss the situation.

But Z.G. Standing Bear, a criminal justice professor at Colorado State University and a former criminal investigator for the U.S. Army, said federal officials should avoid the perception of a conflict of interest.

In this case, he said, that means reassigning Fuselier, if for no other reason than to protect the agent.

"That can be potentially dangerous to the agent conducting the inquiry," Standing Bear said.

If he were running the investigation, Standing Bear said, he'd want agents with "no connection whatsoever" to the case.

"It's just good law enforcement business," he said. "They expect you to be objective. And you may be 100 percent objective, but if there's a perception of inobjectivity, then it's unfair to the individual and the agents conducting the investigation."

The question of Fuselier's role was one of several developments in the investigation Friday:

# FBI officials took exception with the perception they said was created by some news reports that agents were conducting wide-scale polygraph examinations of people who were close to Harris or Klebold.

DeVincentis said the FBI so far has conducted only one lie-detector test.

"I want it to be clear that we're not running around Jefferson County giving polygraphs to kids that were associated with Klebold and Harris, because that's simply not true," he said.

Gardalen said the sheriff's department is conducting an unspecified number of lie-detector tests with the assistance of FBI agents.

# Investigators spent much of the day reviewing a frame-by-frame breakdown of a videotape from the cafeteria at Columbine. The tape shows some of the mayhem in the school cafeteria, including Harris and Klebold opening fire on a large propane bomb that didn't explode.

Given what is now known to have occurred April 20, the 1997 videotape depicts an eerie scene.

Fuselier's son, who is attending college out of state, could not be reached for comment. Another student who worked on the film refused to talk about it.

Moving on to what is perhaps the most bizarre aspect of the case, we come now to the infamous videotape. You know, the one that was made in 1997, *** two years before the actual assault, and which "depicts gun-toting, trench coat-wearing students moving through Columbine's halls and ends with a special-effects explosion of the school." *** The one that was co-produced by "the son of the FBI's lead agent in the investigation" (Associated Press, May 8, 1999).

There's certainly nothing unusual about that. It's actually standard FBI procedure to have your son shoot a training film for a high school slaughter a couple of years beforehand. It's also standard procedure to have your other son on hand to eyewitness the crime. Which is why "(Dwayne Fuselier's) youngest son, Brian, was in the school cafeteria at the time and managed to escape after seeing one of the bombs explode" (Denver Post, May 13, 1999).

It should also be noted that another "student who helped in the production of the film (was) Brooks Brown…" (Associated Press, May 8, 1999). For those not fortunate enough to be home on the day of the shooting watching the live cable coverage, Brooks Brown was the student enthusiastically granting interviews to anyone who would stick a microphone in his face.

Core to a sound negotiation strategy is the “what-if”: the team’s best guess as to what will happen next and how to plan for it. But it’s the ones they never thought of that have provided some of the transforming moments in the history of crisis negotiations.

In this Special Law Enforcement Issue, Crisis Intervention News looks at three what-if’s from FBI incidents and how negotiators strategized around them. Included is a rare look at notes from one negotiator’s diary. Some of the moments are almost surreal. Two occurred on a spring day in Montana, a little more than a decade ago, after Edwin Clark and the Freemen declared themselves a sovereign people and seceded from the United States. Dwayne Fuselier was there. A retired FBI negotiator **** involved in every major FBI hostage incident but one, Fuselier tells us about it in our special feature, “The Rest of the Story.” The third moment took place during a negotiation with the last two members of the Texas Seven, when a Colorado Springs PD negotiator used his active listening skills to turn the standoff into a peaceful surrender.

*** Another feature highlights a new element in school violence, a profile nicknamed the *** Classroom Avenger by the *** FBI's Critical Incident Response Group. Before the shooting at Columbine, a profile of violent incidents in schools showed that they tended to occur suddenly and spontaneously, in an inner city school, in a struggle over drugs, money or gang membership. The incidents perpetrated by the Classroom Avenger are disturbingly different: meticulously planned over a long period of time, the killing is not about drugs or money, but about self-esteem, humiliation, and revenge.

For this reason, we were pleased to obtain an interview with Det. Lt. James Maher, Commanding Officer of the Suffolk County (NY) Hostage Negotiation Team, who, in addition to fulltime hostage negotiation work, takes time to educate school officials in the dynamics of the Classroom Avenger. In this issue, we learn some of the indicators to watch for, and some of the guidelines for hostage negotiators who work in this fragile, explosive scenario.

Experience

Since his retirement from the Federal Bureau of Investigation, Dr. Fuselier has been an independent consultant *** providing training to federal, state, and local Law Enforcement officer in the areas of crisis management, crisis negotiation, and various anti-terrorism topics. During this period he has also conducted training, under the auspices of the U.S. Department of State's Anti-terrorism Assistance Program, for foreign law enforcement officers on a variety of anti-terrorism topics in 15 foreign countries, including Pakistan, Jordan, Malaysia, Bangladesh, India, Nepal, Hungary, Bosnia, Tanzania, and the Philippines.

After 21 years of service, in July 2002, Dr. Fuselier retired from the Federal Bureau of Investigation. At the time of his retirement he was a Supervisor of FBI, Denver's Joint Terrorism Task Force, which had responsibility for all terrorism investigations in the States of Colorado and Wyoming. In this position he was responsible for the supervision and on scene command of FBI Special Agents, as well as State and Local Officers, in their investigation of a variety of Domestic Terrorism issues. During this assignment, he served as the supervisor of numerous anti-terrorism operations, and planned and managed the FBI's security response to various special events including the World Alpine Ski Championships in Vail, Colorado.

Prior to his JTTF responsibilities, he served as a Supervisory Special Agent in the Special Operations and Research Unit, (now the Crisis Management Unit) at the FBI Academy in Quantico, VA. In that capacity, he responded to hostage/barricade incidents nationwide, both operationally and for “lessons learned” post incident assessments. During this assignment, he researched, developed, and conducted one day to one week courses on Crisis Management, Crisis Negotiation, and Negotiation/Tactical Concepts for On-scene Commanders. He taught over 200 such courses to federal, state, and local law enforcement throughout the United States and internationally.

During his career he served as a supervisor during the FBI's response to various crisis incidents such as the Atlanta Prison Siege in 1987, the Branch Davidian Standoff in 1993, the Montana Freeman Siege in 1996, the Columbine High School Shootings in 1999, and the negotiated surrender of the “Texas Seven” prison escapees in 2001.

Before joining the FBI, Dr.**** Fuselier spent seven years as a clinical psychologist in the United States Air Force, serving as Chief of Mental Health of the USAF Clinic on Kadena Air Base, Japan, and subsequently as the Associate Administrator for Curriculum and Administration for the clinical internship training program at Wilford Hall USAF Medical Center at Lackland Air Force Base, San Antonio, Texas. Education & professional training

Dr. Fuselier received his Bachelor of Science degree in Psychology in 1969, followed by a Masters of Science degree in 1971, and his Ph.D. in Psychology in 1973, from Louisiana State University. I'm always glad to read the info you provide.

I'm convinced that there is a conspiracy against god that has risen up out of the house of judah even though I personally think the vast majority of jews have little or no knowledge of it and certainly don't support it.

I think you are probably right that the vast majority don't know about it...I do wonder, however, how many have read the Talmud and still adhere to that religion in spite of its insane, satanic, murderous teachings. I think maybe that most Jews are as lax in reading the Talmud, as Christians are in reading the Bible. What a better country, and hence, world, this would be if both sides WOULD read the Bible, cover to cover.

Which reminds me that the conspiracy against God might be partially defined by the fact that we have two parallel, but contrary laws in the "United States". One saying that the country is founded on the phony Noahide Laws and one saying that the BIBLE is the rock upon which this nation rests:

On April 26, 1607, after just over four months aboard the confines of three small ships, 104 sea-weary English colonists laid eyes upon the shores of Virginia. Exhausted by the ever rolling aquamarine sea these adventurers must have seen the lush green terra firma beyond the sand dunes as paradise lost and found again. Captain Christopher Newport, admiral of the fleet, brought his ships to anchor within the protected waters of the bay. Sent by the Virginia Company of London to explore and establish a new English colony, Newport, Edward Maria Wingfield, future President of the ruling council, Bartholomew Gosnold, a member of the council, and about 30 others, ventured ashore. What they found, according to George Percy, were "fair meadows and goodly tall trees, with such fresh waters running through the woods as I was almost ravished at the first sight thereof." Near the end of the day, as these intrepid adventures returned to their ships, they encountered some Indians and a conflict erupted that left two of the English wounded.

The following day a second group went ashore and began construction of a small boat, known as a shallop. On April 28 the shallop was launched, and exploration of the lower Chesapeake Bay began. The colonists scouted by land as well and Percy reported, "We past through excellent ground full of Flowers of divers kinds and colors, and as goodly trees as I have seene, as Cedar, Cipresse, and other kinds... fine and beautiful Strawberries, four time bigger and better than ours in England." However, the company's instructions were explicit: they were to lay the foundations of this new colony farther inland, away from the threat of Spanish interference.

According to Percy "The nine and twentieth day we set up a cross at Chesupioc Bay, and named the place Cape Henry." Here, on the windswept sands, led by their chaplain Reverend Robert Hunt, the colonists must have knelt in prayer giving thanks for this new land and their safe voyage. Now they were ready to follow the company's instructions and push deeper into Virginia and seek a suitable site for settlement. The site selected was named Jamestown, in honor of their King, James I and would become the first permanent English settlement in North America.

Cape Henry also over looks the scene where another historic event took place, the Battle of the Capes. On September 5, 1781, two mighty war fleets exchanged cannon shot for about two and one-half hours. A French fleet, commanded by Admiral Comte deGrasse, engaged a British naval force commanded by Admiral Graves that had been sent to reinforce Lord Cornwallis's British army at Yorktown. With no ships lost during this battle, the French fleet would return to the Chesapeake Bay and block the British from relieving Cornwallis. This ensured the eventual surrender of Cornwallis to General Washington's Allied army of American and French troops on October 19, 1781. The victory at Yorktown, the final major battle of the Revolutionary War, would give birth to a new nation initiated at Jamestown 174 years earlier.

Cape Henry Memorial, a part of Colonial National Historical Park, is administered by the National Park Service. This quarter acre of ground marks the approximate site of the first landing of the Jamestown settlers in Virginia. A memorial cross of granite was erected in 1935 by the Daughters of the American Colonists to commemorate the site where a wooden cross was erected by those early adventurers in the spring of 1607. There is also a statute of Admiral Comte deGrasse, a granite memorial to the Battle of the Capes, and a walkway leading to the top of the sand dunes where one can overlook the Atlantic Ocean and the entrance to the Chesapeake Bay.

Located on the south side of the Chesapeake Bay, Cape Henry Memorial sits within Fort Story Military Reservation, 10 miles east of Norfolk and 3 miles north of Virginia Beach. From Interstate 64 take North Hampton Boulevard (U.S. 13) towards the Chesapeake Bay Bridge. Then take Shore Drive (Route 60) South, the last exit before the Chesapeake Bay Bridge. Approximately 7 to 10 miles down Shore Dirve turn into Fort Story Military Reservation at Gate 1 off Atlantic Ave. Do not take Gate 2, which is the first Fort Story gate you will see coming from Route 13. This gate is for official government traffic and you will be turned around if you do not have proper military ID. Entrance to Fort Story is by visitor pass issued by military personnel at Fort Story entrance gate. Be prepared to stop and show your drivers license. The memorial is open all year without an admission fee. The Cape Henry Memorial site is unattended by National Park Service personnel, and there are no facilities or special services available. The National Park Service "Passport" book stamp for Cape Henry Memorial is located at the NPS Yorktown Battlefield Visitor Center gift shop and when open, by the Association for the Preservation of Virginia Antiquities (APVA), at the Cape Henry Lighthouse.

Adjacent to the memorial, but not a part of it, is the first lighthouse authorized by the Federal Government. Construction was begun in 1791, and the lighthouse was lighted in October 1792. An octagonal tower of cut stone, the lighthouse served until 1881 when a new one was built nearby. The tower, a Registered National Historic Landmark, is administered by the Association for the Preservation of Virginia Antiquities (APVA). Admission fee of three dollars is required. The APVA does have a NPS Passport stamp for the Cape Henry Memorial site. Just ask for it at their gift shop counter.

Their lighthouse and their eagles at Cape Henry are probably what "they" think the standard should be. I think it's that cross, the churches, and all the symbols of Jesus. There's another interesting place not too far from there, that also speaks of Jesus:
