PHILADELPHIA (AP) - The city's embattled police chief, acknowledging that police alone cannot quell a run of deadly violence, has called on 10,000 black men to patrol the streets to reduce crime.

Sylvester Johnson, who is black, says black men have a duty to protect more vulnerable residents. He wants each volunteer to pledge to work three hours a day for at least 90 days.

"It's time for African-American men to stand up," Johnson told the Philadelphia Daily News, which first reported the story Wednesday. "We have an obligation to protect our women, our children and our elderly. We're going to put men on the street. We're going to train them in conflict resolution."

The program's backers include Dennis Muhammad, a former Nation of Islam official who has been hired by police departments in Detroit, Syracuse, N.Y., and other cities to conduct community-sensitivity training.

Philadelphia, the nation's sixth-largest city, has nearly 1.5 million residents, 44 percent of them black. It has notched 294 homicides this year. More than 80 percent of the slayings involve handguns, and most involve young black males.

Johnson plans to introduce the "Call to Action: 10,000 Men, It's a New Day" program on Oct. 21, three months before his planned retirement.

"He won't get anywhere near that number. If he gets 1,000 people, it will be great," said Heather DeRussy, who leads a local Guardian Angels chapter that has recruited just seven members in the past two years. Given its size, the group focuses on a single north Philadelphia park plagued by prostitution and drug use.

DeRussy lauded Johnson for his effort but said she fears the volunteers will find it dangerous to patrol their home turf.

"In their own neighborhoods, with the 'Don't snitch' mentality, they're kind of putting themselves in harm's way, because there are going to be people who disagree with what they're doing," DeRussy said.

The men who join Johnson's program will not carry weapons or make arrests but will instead emphasize conflict resolution, similar to the Guardian Angels' ground rules.

Police in other cities have hired Muhammad in recent years to provide sensitivity training to officers and community members, but it was not immediately clear whether any have deployed a volunteer patrol force.

Johnson, who had led the police department for seven years, appears increasingly frustrated by the daily gun violence. He and other city leaders have blamed the Legislature for not passing gun-control measures.

Mayor John F. Street, whose term is up at the beginning of 2008, has voiced support for the program, but it was not clear whether he would become involved. His office did not return a call for comment Thursday, nor did Johnson's office.

Street and Johnson have both endured withering criticism from frustrated residents and community leaders who say they should do more to halt the violence.

One gun-violence researcher said the idea of putting citizens on patrol had the potential to show children that adults care.

"A steady exposure to violence just creates this toxic environment for children and youth. As adults, we don't want them to think they have to handle it on their own," said Rose Cheney, executive director of the Firearm and Injury Center at the University of Pennsylvania.

"If, by putting people out there - not just as a town watch, but as resources who connect them to what they need from adults - that can be very promising," she said.

I drove through Philadelphia back in the 60's, and that was enough for me. Haven't been there since...

Here in the hills we had zero blacks until about 5 years ago. One by one they arrive, tell their kin back in Filthy what a sweet deal they have and more arrive.

Being black, they are denied NOTHING. Welfare dares not deny them anything. Move right into modern low income housing, free medical care, no welfare checks, rather a credit card. Sit back, relax and fear not as we have zero crime. How long that lasts is in serious question.

Lived in Washington and Balitmore. I know Philly is a lot worse now than then; but it was still a shithole back in the late 60's.

I have lived in many cities around the country. The problems are always the same, regardless of how the goody two shoes paint them.

In 1960 I decided enough was enough and moved out of New York City to the hills, taking a large drop in pay. The closest cop with jurisdiction is 15 miles away, State Police. If you see them twice in one week, it is unusual.

Truly sad how the East coast cities have turned into ghettos. Even back then the change when you crossed from the Bronx to Westchester was like going from San Diego to Tijuana. Introduction:

One of the more astounding revelations of the recent investigations was the secret 1981 agreement between the Dept. of Justice and the CIA that specifically released the CIA from the requirement that the Agency report any drug-related activities by its agents and operatives to DOJ.

A group of U.S. Congressmen submitted this documentary history of CIA collusion with drug traffickers into the Congressional Record.

Volume 2 of the CIA Inspector General's Report on Contra drug smuggling and CIA complicity was released late last fall (Fall '98), and is additionally available here with additional commentary here. The CIA's own Inspector General shows that from the very start of the US-backed war on Nicaragua the CIA knew the Contras were planning to traffic in cocaine into the US. It did nothing to stop the traffic and, when other government agencies began to probe, the CIA impeded their investigations. When Contra money raisers were arrested the Agency came to their aid and retrieved their drug money from the police. So, was the Agency complicit in drug trafficking into Los Angeles and other cities?

It is impossible to read Hitz's report and not conclude that this was the case.

CIA protection of drug pipelines

Years ago, the "beat poet" Allen Ginsberg had access to unfiltered Associated Press news feeds. Ginsberg had a habit of collecting the most interesting printouts from the teletype machines, when access to wire feeds was rare. Of the teletypes that Ginsberg collected, the ones that drew a straight line of CIA involvement in running opium for Vang Pao and the Hmong in Laos during the Vietnam war are the most memorable; they are the most memorable, not for their scant information, but for helping researchers like Alfred McCoy investigate the matter more deeply.

Ginsberg, quite the tireless radical, had a habit of telling people the truth as he knew it, especially those in the establishment press. One particular newspaper man, New York Times columnist C.L. Sulzberger, didn't believe Ginsberg's portrayal of the CIA. Sulzberger, who later became editor-in-chief at the paper, became indignant when poet Allen Ginsberg accused the CIA of involvement in smuggling opium during the Vietnam War. But years later, on April 11, 1978, Sulzberger wrote:

"Dear Allen,

I fear I owe you an apology. I have been reading a succession of pieces about CIA involvement in the dope trade in Southeast Asia and I remember when you first suggested I look into this I thought you were full of beans. Indeed you were right and I acknowledge the fact plus sending my best personal wishes."

The U.S. Government Is the Biggest Drug Dealer in the World!

While the U.S. federal government has been waging a phony and hypocritical "war on drugs" as an easy way to increase repression in inner cities and confiscate millions of dollars in private assets through unconstitutional forfeiture laws in order to fund its burgeoning police state, it has also been an active participant in the illegal drug trade, using public resources to bring heroin and cocaine into American inner cities at least since the 1960's. While the CIA's heavy involvement in the drug trade, and especially the crack cocaine trade, has been well documented by scholars such as Dr. Peter Dale Scott at least since the Iran-Contra hearings in the 1980s, the mass media are only now beginning to take notice. And even when they do take notice, most of the sheep-like journalists and anchorpeople continue to parrot the absurd government line in contradiction to the blatant facts, which are available to anyone who reads beyond the corporate summaries of government press releases. On NPR, for example, a reporter commented that since the story wasn't picked up by the New York Times, it must be false. Another reporter on FOX News said "there has been no direct evidence, repeat, no direct evidence, linking the CIA to the crack trade in South Central."

These people are either complete idiots or just flat out liars. The evidence is overwhelming and will convince anyone other than an utter fool. The facts have finally hit the mainstream media only due to pressure from concerned citizens and reporters they could no longer afford to ignore. This link continues to be updated as the story unfolds. Write your Congresspersons today and demand a full Congressional investigation! Also contact your mainstream news media and ask them why they continue to whitewash the evidence of U.S. government hypocrisy with regard to the drug trade! .... Not sure...it was the part that looked like Dresden circa 1945. (Was that all of it? A few blocks from the park...) My then girl friend bought a new Camaro, and we decided to drive to New York to see her relatives. She was half Puerto Rican; relatives were full-blooded...they lived in the Bronx. I remember the smell of stale urine climbing the stairs to her aunt's apartment. They sat me down in a chair by an open window, handed me a gun, and told me to wave it at anyone approaching her car. Only happened once; waved the gun; they moved on. Visited some other relatives in nearby Pelham(?)for Thanksgiving...they lived in a high-rise. Not a traditional Thanksgiving, but one hell of a feast...plantains; the whole nine yards. To this day; I still love New York...the shopping; the great food. Took my next girl friend (now my wife) to the City when she was eighteen. Bought some killer sandwiches at the Coliseum Deli; crossed the GW Bridge, and chowed down in a rest area overlooking the Hudson from the west. She was thoroughly impressed. :-)
