If you're not a "U.S. citizen" or a "resident alien," you are not taxable! However, you may have elected to be taxed as a U.S. citizen and there is a way to solve the situation.

DOES THE IRS PLUNDER? 
Please look at the "FILING REQUIREMENTS" section of the "1040 Instructions" booklet from the IRS (regardless of which Form you're using, 1040, 1040EZ, etc.). Look what it says! 
If you were born in the federal District of Columbia and not in one of the freely associated united States and you work in the public sector, you may be liable for the Personal Income Tax. What we do is help you determine if the Federal Income Tax (Title 26) applies to you and then, if you are not liable for the IRS Tax, we show you different strategies to help you become free from the Income Tax System.
You don't believe that filing is for U.S. citizens only? The IRS surely does. Look what they say in the instructions for "Nonresident Aliens and Dual-Status Aliens." "These rules also apply to nonresident aliens and dual-status aliens who were
married to U.S. citizens or residents at the end of 1998 and who have elected to be
taxed as resident aliens." [emphasis added]
Many Americans have a very definite idea about how the Internal Revenue Service behaves. And in many respects, they are correct. Testimony before the Senate Committee in October of 1997 revealed, for the first time for many Americans, just how the IRS tries to intimidate and bully you. And, they publicly crucify some public figure each year (Willie Nelson, Leona Helmsley, Darryl Strawberry, Pete Rose, etc.) who has been caught with allegedly "fudged" returns. However, you may be surprised to find out that the U.S. Government keeps the law; BUT only when you force them to.
But, as you will learn, there is NO LAW, anywhere, that mandates Non U.S. citizens to file a tax return! (including American Citizens)
