Irwin Schiff did the best analysis of section A of 6331.
The reason that the IRS can seize a govt employee's or officer's property with a notice of lien is because it is presumed that the property (the wages) are already in the govt's possession.
The notice of lien comes AFTER the seizure, so that is why it cannot be lawfully filed against a private citizen whose property is not already under the govt's control.
In his newsletter THE SCHIFF REPORT years ago he also had reproductions of actual IRS liens and notices, and they are different documents with different control numbers.
The govt never files actual liens that describe the property seized, because it would require a hearing where a citizen could dispute the debt and force the IRS to prove its case.
So, because county recorders trip over themselves to accommodate the IRS the tax goons get away with this swindle, and most people don't know enough to ask the right questions.
And, their lawyers tell 'em, "Oh yeah, it's all legal!" because damned few lawyers would want to anger the IRS even if they knew the truth.
Half of America's lawyers are tax lawyers, and the other half benefit because they don't have to compete with the others. (there are only so many old ladies to swindle) So, all lawyers derive a direct benefit from the IRS and the income tax swindle.
And, no lawyer wants to win the case that puts half of the profession out of business.
Years ago some unidentified IRS lackey sent me a notice of lien. The document liened and identified no actual property and the sig on the paper was scribbled and unreadable.
I laffed my ass off! I spent two hours on the phone with one IRS stooge, and he did everything he could to try and intimidate me.
I said "I'm callng your goddam bluff! If you have some mechanism that can compel me to comply then use it!"
That was about 15 years ago, and I'm still waiting.

The last video contains the opinion of the attorney (firm) hired by the county that the FED / IRS rely upon the 14th Amendment (Supremecy Clause) to "TRUMP" state law mandates related to evidence contained in liens vs. notice of liens lacking any of the required evidences.
Ironic that the 13th Amendment forbidding involuntary servitude should be immediately followed by the 14th enslaving everyone if you accept the law firm's opinion. [Recall the 14th was allegedly implemented to award "citizenship" (civil) rights to the recently freed slaves ... it had nothing to do with already free people ... but, we have the right to contract. And we sometimes make agreements without comprehending the obligation ...

Sounds like an authority.
The fact that he is repeatedly struck by govt lightning and in each case the juries are forbidden to hear the defense's evidence only supports my assertion that the govt is in open rebellion against the people, and that Schiff is right. _____________________

And, remember to include all historical and relevant points of law in your first correspondence to the IRS, and that way the juries will be sure to see it!
The govt cannot introduce the IRS hate mail as part of their prima facie case against you (which they must do) and then deny the jury access to your reply!
So, if you write to the jury (forget the IRS because you're educating your fellow citizens by then) and even underscore the points that the govt ordinarily would prevent them from seeing, then the IRS won't dare select you for one of the fifty or less annual show trials used to frighten people into "volunteering" every tax season!
And, remember, you have a better chance of being hit by falling space junk than of being prosecuted for a "tax crime!" (but the odds are now better if you file than if you don't!)
Schiff ain't in jail for "tax crimes". He's in jail because the govt fears him more than Kim Jong Il, Hugo Chavez and Ayatollah Khameni combined!
Remember, it was Schiff who cornered a federal judge into ruling that
A) his tax returns were required by law which is why he was being prosecuted, and
B) the "required returns" were filed voluntarily (not under duress or threat) and therefore they could be used as evidence against him!
HAH!
Is it any wonder he's in jail? He forces judges to sign orders that will someday be used to convict and hang them!
