Geneva, Switzerland, Dec 12, (UP) - The United Nations Commission on Human Rights today rejected a Soviet proposal to make racial and religious discrimination and propaganda inciting "national hatred" crimes punishable by law.
The proposal was defeated, 10 to 4, with China, Egypt and the Phillipines abstaining. Voting for it with Russia were Yugoslavia, Byelo-Russia and the Ukraine. The United States, United Kingdom and France were among the countries voting against the proposal.
Mrs. Eleanor Roosevelt, United States delegate, objected that the Soviet proposal implied a legal obligation which would bring "even a slight infringement by an individual under criminal law."
In presenting the idea, Soviet Delegate A.E. Bogomolov said that only by declaring racial discrimination a crime "will we be able to end such acts as lynching of Negroes."
Lord Dukeston of the United Kingdom said "in plain language" the Soviet proposal meant that a one-party government could discriminate against those with differing political convictions because there were no provisions for the protection of political opinions...
