Typical "straw man" phraseology.

No one is saying "the government" planned it.

I am saying that "rogue elements" of several governments either planned it or looked the other way and allowed it. The highest senior official of the U.S. government who has always acted as if he was in on it is Cheney.

Maybe the Chimp knew, but it is also possible that he is SO clueless that he really still believes 19 guys in a cave did this.

The principal suspects, as I see it, are in the Israeli intelligence services. Also, Pakis and Saudis, of course. Maybe some others in the Russian/Ukrainian mafiya (most of whom are dual citizens of Israel). One should always ask, "Cui bono?"

The answer is Israel - to a greater extent than any other country. Also, ironically and maddeningly to the neocons, Iran has gained a great advantage. But that wasn't in the plan and would not have occurred had 9/11 not been used as a way to ratchet up political pressure for an invasion of Iraq.

But the invasion of Iraq was ALWAYS in the neocons' plan from Day One of this administration, as revealed by former Treasury Sec'y Paul O'Neill and others.

I never believed that OBL and AQ had the capability to pull off 9/11. That operation was way over their head. It took an organization such as the Mossad to pull it off. I doubt if Cheney told Bush about it before hand and maybe Bush still doesn't know the truth. No "need to know" for the script reader.

Here's a question I haven't seen raised - How could they have carried out antihijacking drills on 9/11 (or any other day) without some real planes to chase? Merely adding artificial blips to a radar screen and removing real blips just doesn't cut it. NASA has remote-controlled an airliner before - practically everyone knows that - and there's still that odd looking 'lump' apparently on the underside of that second plane to consider.
