If you think about, probably yes. Everybody who is worth a damn is either running a business or left the country trying to keep their family alive and anyone else who was half-ass good enough to be conscripted by Saddam's pathetic forces is fighting against the US. That wouldn't leave you with much.

Oh yeah, that too. I can't remember how many Iraqi men of fighting age are in prisons over there, but it's in the many thousands. Millions left the country, a million people dead in this war, a few hundred thousand in the last war, a decade of sanctions and tens of thousands killed in the Iran-Iraq war who would be of senior officer age now, wouldn't leave a whole helluva lot. Good recruits are probably about as rare as 83 year old German men.
