According to Vietnam War Combat Veteran and retired DEA agent Celerino Castillo III mineral waterboarding also known as waterboarding Mexican style was utilized on drug traffickers in Latin America during the 1980's by both the CIA as well as the DEA. Celerino Castillo actually observed one such incident of this so called Mineral Waterboarding which took place in Reynosa , Mexico this torture is graphically detailed on pages 52 and 53 in his excellent book Powderburns: COCAINE , CONTRAS and THE DRUG WAR.
