There was never any such intention and there is no "Social Security Trust Fund." Just another scam like the "Federal Reserve," they gave it a name to fool people into believing it was something that it wasn't. I know that that the surplus money is not longer put into trust and now goes into the general fund. That's the problem.

One of the first things Bush did was undo the trust the Clinton established and funnel the money back into the general fund. Now about 60% passes through for payment and about 40% is used to help pay for the tax cuts.

I said "If the money was put into a trust" the system would be solvent.
