Not a very good reason. Ducking out of the tax system will more than pay for itself vs a one time rebate.
Then again, I have people in my family who pay out $1,000s each year to uncle sam, get back a check for $500, and exclaim: "Look at all the free money I got!"

Smith walks a fine line as he and his family have hired and housed illegal immigrants for years and he is very scared that Oregon, a very Democratic and liberal state will throw him out. So he would never vote for this and alienate crucial conservative voting blocks in the rural, eastern half of the state. They generally like him, but it sure ain't unconditional love.
Smith is wealthy, Mormon and not very popular in the Willamette Valley where most the voters are. He has allot to lose by voting for this, and those who would or are offended he didn't doesn't like him anyway.
