No. The domain name is definitely down for everyone. A whois check on netsol.com shows that it has no name servers, meaning there are no designated computers to translate the name wikileaks.org into an IP address.

It's possible the site is up under a dedicated IP address. If so, it could be accessed by replacing the name with the former IP address, though it's probably very difficult to find out what that IP address is without having some contact with the makers.

archive.net also has past copies of the site:

http://web.archive.org/web/*/wikileaks.org

It's doubtful the entire site is archived there, but who knows?
