Feds Want More Critical Habitat for Lynx

Federal wildlife managers said Thursday they want to increase by more than 20-fold the amount of land designated as critical habitat for the threatened Canada lynx, to nearly 43,000 square miles in six states.

Only 1,841 square miles in three national parks in Minnesota, Montana and Washington were designated as critical habitat for the long-haired mountain cat in 2006. But the U.S. Fish and Wildlife Service reconsidered that decision and those involving seven other species after allegations of interference from Julie MacDonald, a deputy assistant secretary of the interior. She has resigned.

The agency's latest proposal would expand lynx critical habitat to 42,753 in those states, Idaho, Wyoming and Maine. Other federal agencies must consult with Fish and Wildlife before approving activities in critical habitat that might affect the species involved.

Federal land makes up about 58 percent of the proposed critical habitat. Thirty percent is private land and the rest has state, tribal or other ownership.

The forest-dwelling lynx weighs about 20 pounds and is heavily dependent on the snowshoe hare for its diet.

Michael Senatore, director of the biodiversity program of the Center for Biological Diversity, said it would take time to review the proposal but that it was a step in the right direction.

"What's unclear is whether this is sufficient," he said. "It looks like they have left out important areas. There's nothing in the southern Rockies. That's problematic given there are lynx there."

None of the proposed critical habitat is in Colorado, which has been reintroducing lynx since 1999.

The Fish and Wildlife Service said it did not include Colorado because it is uncertain whether that population would sustain itself; state biologists found 50 lynx kittens in 2005, but only 11 in 2006 and none last year.

Joshua Pollock, conservation director for Center for Native Ecosystems, said a critical habitat designation is crucial to lynx recovery in the southern Rockies.

"Their habitat continues to get logged, cut up by development. Lynx are run over on highways, accidentally trapped and shot. We need to see critical habitat taken seriously in the southern Rockies. Today's proposal is definitely a blow to that need," Pollock said.

Colorado Division of Wildlife spokesman Tyler Baskfield said the lynx already is considered a "species of concern" in Colorado, and populations there are closely monitored.

Fish and Wildlife will accept public comments on the proposal until April 28. A final decision could take close to a year. Subscribe to *Agriculture-Environment*

Mr. POMBO. Mr. Speaker, over the years I have become very disturbed with the high levels of unethical behavior from various Federal Government officials.

In the past 8 years, narrow-minded, radical environmental Federal Government employees have violated the trust of the American people.

Today, we should be shocked that a recent investigation revealed several Federal and State employees submitted unauthorized control samples for analysis as part of an ongoing nationwide Canada lynx survey. The “lynx” fiasco illustrates just how vulnerable the public’s access rights are to agenda-driven advocates within the Federal and State land management agencies:

Then there is the case of Donald Fife, a professional scientist specializing in environmental mining and engineering geology, who learned from a former U.S. Forest Service official that plants listed under the Endangered Species Act (ESA) had been secretly placed on his property in an attempt to close about 30,000 acres of the highest mineral valued land in southern California.

Then there is the case of a high-ranking official at the Northwest Regional Office at National Marines Fisheries Service (NMFS) who took the time to share her thoughts about the implementation of the Endangered Species Act.

And I quote from the International California Mining Journal (January 2002):

* * * when we (NMFS) make critical habitat designation we just designate everything as critical, without an analysis of how much habitat an ESU (Evolutionarily Significant Unit) needs, what areas might be key, etc. Mostly we don’t do this because we lack information. What we really do is the same thing we do for section 7 consultations. We just say we need it all.

The nature of all these events highlight the lack of trust with the Federal agencies that are charged with the task of managing our public lands. The Federal land agencies must be held to the same standards of truth, honesty and accountability as the private sector." "

USFWS Lynx Critical Habitat Proposal - Includes Maine

President Richard Nixon33;s greatest crime was not the Watergate burglary.

Watergate was like failing to say 33;Excuse me, please33; when you sneeze while you rob a bank. The far more heinous crime, the bank robbery itself, was Nixon33;s signing of the Endangered Species Act.

Money and political power attract the worst elements of society. Without oil revenue, Islamic terrorists would still be a small and essentially powerless fringe group of desert nomads of little danger to anyone but themselves. Without federal welfare handouts and corporate wage cheats, we would not have the huge a swarm of Illegal Aliens breaking into these United States.

Political power created by passage of the Endangered Species Act, and access to a vast amount of money provided because of the Endangered Species Act, has enabled radical Tree-Huggers and their activist judges to terrorize American citizens and to impose their own unworkable visions of Utopia as national policy.

Tree-huggers take tax revenue provided by American citizens and use that money to steal the land and livelihood of those same citizens. The Spotted Owl and salmon fiascoes in the Northwest are two well-known examples.

Now we have an attempt by Tree-Huggers and their federal judge enablers to shut down the U.S./Canadian border in Washington, Idaho, Montana, Minnesota and Maine, and extending far into these United States, for the supposed benefit of the Lynx, which is a wild cat that nobody who lives and works in rural areas would willingly invite into their daily living. Lynx are considered varmints among rural people trying to raise small livestock.

It33;s not that Lynx are dieing out. In Canada, Lynx are hunted for their pelts. Canada Lynx are distributed throughout forest and tundra regions of Canada and Alaska. Lynx population rises and falls on an approximately 10-years cycle that follows the natural population cycle of the Lynx33;s principle food, the snowshoe hare. Lynx south of the Canadian border are at the extreme southern limit of their natural range and are not ever likely to colonize the territory and establish stable populations.

Corruption authorized and funded by President Nixon33;s Endangered Species Act has reached the point at which Tree-Hugger lawsuits are actually harming species recovery work.

Money and resources that could and should go toward real conservation activities are diverted by unending Tree-Hugger lawsuits. Instead of forest and wildlife management, the Forest Service devotes substantial resources to battling Tree-Huggers in court. A reasonable person would ask, 33;What do judges and lawyers know about managing forests and wildlife?33; A reasonable person would answer, 33;Nothing.33;

Tree-Huggers have nothing to lose. Win or lose, Tree-Huggers get their pound of flesh paid by the U.S. Treasury.

Congressional environmental malpractice that began when President Nixon signed the Endangered Species Act ensures that government money is available to pay Tree-Huggers for the cost of their lawsuits against government agencies. Suing the government, businesses and private citizens is a highly profitable Environmentalist cottage industry. It is the rest of we American citizens who pay the bill for this outrageous extortion, both to pay for all those direct cash grants to environmentalist lawyers, and also in lost productivity and lost property value resulting from successful Tree-Hugger lawsuits.

Tree-Huggers demand that a minimum of 18,000 square miles of U.S. land be set aside as Lynx habitat. This immense area includes federal, state and private land.

Designation of land as Lynx Habitat imposes severe and very expensive restrictions on land use. Productivity will be smothered, jobs lost, logging and forest management denied, mining disallowed, town and county governments deprived of much-needed revenue, and more, all to support the fantasy that a couple of hundred Lynx living unsustainably at the extreme southern limit of their natural range ought to be given priority over all other land uses in five or more States. Estimated project cost is more than a billion dollars, which is in the range of $1,000,000 to $2,000,000 for each Lynx cat.

Lynx Habitat Designation was a done deal. But land closure of this magnitude must, by law, include economic impact analysis, which the original Designation failed to address. Now, there is some information on the economic impact of the Lynx proposal. The Lynx Comment Period has been reopened until October 11.

As usual, property owners are to be punished if their land includes Lynx Habitat. There is no reward or incentive for a property owner to cooperate in the recovery of any Threatened or Endangered Species.

The landowner will lose the right to use his land and will be subject to Draconian fines and regulations that supposedly will benefit the Lynx, but which actually will have no effect on Lynx recovery and reestablishment at the extreme southern limit of the Lynx33;s natural range. The proposal is another ploy to drive landowners from their land so that government agencies and Tree-Hugger organizations can buy distressed land on the cheap. Government is supposed to protect citizens from theft, not be part of the extortion process.

The Lynx proposal is another Greenie land grab. The Lynx is a vehicle, not a beneficiary. The Lynx is to northern States what the Ivory-billed Woodpecker is to Arkansas - a boondoggle for Tree-Hugger organizations to grab huge amounts of government money to buy huge acreages of land using the excuse that driving people away will benefit an obscure critter that doesn33;t even live there. The proposed 18,000 square miles is just a start. Tree-Huggers plan to extend the Lynx reserve to an area approaching the size of Europe.

Lynx recovery is one more in a long line of irresponsible and destructive actions coming from Tree-Huggers and their activist judges and Congressional toadies. If any good is to come from this, it will be the decision that the expired Endangered Species Act is counterproductive, unworkable, unsuccessful in recovering species, horridly expensive, blatantly Socialist and destructive of American society, and must be formally REPEALED immediately along with all of its derivatives, treaties, regulations and cancerous outgrowths.

The Lynx Project needs to be fully defunded and ended. Now.

The Wildlands Project: Wildlands and UNESCO's Man and the Biosphere Program

Since I jumped in with both feet in my last article, I thought I'd follow through with another thoughtful piece this week. I used to avoid discussing the United Nation's connection with the Wildlands Project. I was concerned most people would be overwhelmed by the magnitude of the agenda and consider me a little "tetched" in the head. However, since wild land proponents enjoy challenging the truth, I thought I'd give them more ammunition with which to shoot at me.

The Wildlands Project is not being implemented in just New Mexico. It was the basis for the UN's Convention on Biological Diversity, also known as the treaty of Rio de Janeiro since it was ratified at the United Nation's 1992 Earth Summit in Rio de Janeiro, Brazil.

When it was presented to Congress in 1994, they never ratified it due to some outstanding work by a few individuals and organizations that were concerned with it's impacts on our society and ability to use our land.

However, the Clinton administration developed its ecosystem management policies to comply with the treaty. These policies are currently being implemented through agency rule changes, as directed by executive order.

According to Henry Lamb, Eco-logic online, "Executive Order 13158 signed by former President Clinton provided the authority necessary to comply with the treaty, including Section 7 which states: 'Federal agencies taking actions pursuant to this Executive Order must act in accordance with international law'". The Bush administration reviewed this Executive Order, and decided to keep it in place."..............

......Wildlands will affect everyone in North America. According to Charles Mann and Mark Plummer writing in the June 1993 edition of "Science" magazine, Wildlands "calls for nothing less than resettling the entire continent. It calls for a network of wilderness reserves, human buffer zones and wildlife corridors stretching across huge tracts of land -- hundreds of millions of acres; as much as half the continent." Mike Coffman, Ph.D., President of Environmental Perspectives and author of Saviors of Earth says, "Under the plan, one quarter of (Canada and) the United States would be turned into wilderness where all human activity would literally cease. Another quarter of the land would be set aside in buffer zones where human activity would be severely limited." The migration habits of large mammals--wolves, bear, lynx or so-called endangered species--are employed as the reason to cease human activity in these bio-regions.

In the October/November, 1996 issue of The Ottawa Times, an article entitled World Eco-Congress Suggests Depopulation restates the goal of Wildlands, "is to return at least half of North America to wilderness. . . " Reporting on Harvey Locke's presentation to the Eco-Congress, The Times said a map presented to Locke's audience indicated that "Calgary and Edmonton fall within a buffer zone and would, therefore, have to be significantly depopulated and their industrial and technological activity severely regulated."

According to Wild Earth, an environmental magazine published by Foreman and his partners, "it exists to remind conservationists that . . all lands and waters should be left to the whims of Nature, not to the selfish desires of one species who chose for itself the misnomer, Homo Sapiens. Does The Wildlands Project advocate the end of industrial civilization? Most assuredly. Everything must go."

Within the bio-regions, all roads are to be torn up. The land is to be returned to the state which existed before the arrival of Columbus. Incredibly, a program called "Road Rip" has been established with Foreman, Noss and SoulZ, sitting on the Advisory Board. Road Rip's goal is to close roads, have them removed and prevent the construction of new ones.

In 1996, "The Seville Strategy," integrated The Wildlands Project into UNESCO's international Man and the Biosphere (MAB) program, linking it to the 1992 Earth Summit's Agenda 21 and the Convention on Biological Diversity. These two UN treaties bind the world to global governance as spelled out in the UN's Report of the Commission on Global Governance. [Oxford University Press, (1995)] Currently, Wildlands is now being implemented across North America as an integral part of MAB.

In October, 1997, Prince Philip presented the North American Conservation Assessment/ North America's Living Legacy to a Washington D.C. news conference. After months of digging, a copy of the press package was obtained and a copy of the report was reviewed at WWF's Toronto office. The document was prepared by the United States and Canadian branches of the World Wide Fund for Nature (WWF). What we found was alarming. The WWF document is a plan that would carve North America into 116 biosphere reserves or "eco-regions", in effect Balkanizing Canada and the United States. Most of the 116 "eco-regions" cut across one or more political boundaries, international, state or provincial. When implemented, Canada would cease to exist as a nation.

The nearly 600 pages of the WWF report describe each "eco-region", its major habitat type, the size of the planned area, the non-governmental organizations (NGOs) responsible for pushing the agenda forward and a number of other details relating to the biogeography and biodiversity of the region.

WWF's "Living Legacy" report refers to Ontario's plan as "eco-region 8". It covers more than 346,700 sq. km. (214,969 sq. mi.) of the resource-bearing lands of the southern Canadian shield in Ontario and Quebec and parts of western New York and eastern Vermont. Ontario has renamed Lands for Life, calling it "Ontario's Living Legacy."

Interestingly, the WWF report assigns the task of implementing their "eco-region 8" to The Wildlands League, the WWF, The Federation of Ontario Field Naturalists, the ultra radical Earthroots and several other lesser-known environmental NGO's.

Next, we will discuss what we have learned about how these "eco-regions" are being used in other countries in our hemisphere and in Africa. The public has been deceived not only by the Harris government, they have been used as pawns to help implement a revolutionary international program. The strategy used is a classic: the agenda is set by top down international treaty obligations; then upward pressure is applied by NGOs and a tiny segment of a well intentioned but dangerously misinformed public supplying the orchestrated "grassroots" support."

It goes without saying this is not about protection of the lynx and their habitat; it is about separating the American people from their property which is collateral on the fraudulent national debt:
