Well, if it is indeed Diego Garcia that means the refueling was handled by American military ground personnel, and the conspiracy is enlarged.

Refueling would ordinarily involve flight identification, destination and fuel consumption. And, if the island is positively identified then either way someone would have to answer for the presence or absence of flight refueling records. That info would then be within the grasp of anyone seeking legal redress.

In that article is the disgraceful recent history you mention.

Pilger tells the awful story of an island that, at the height of the Cold War, was seized by the British, and with the help of the American government, "swept" and "sanitized." This involved taking a population of natives and, retroactively, reclassifying them as "short-term, temporary residents" that were "returned" to the island of Mauritius, about 1,000 miles away. "In fact," writes Pilger, "many islanders traced their ancestry back five generations, as their cemeteries bore witness."

Rendered disposable, the population of 2,000 was forcibly removed and eventually replaced by American troops: Diego Garcia was leased to the United States free of charge following a secret pact between British Prime Minister Harold Wilson and U.S. President Lyndon Johnson. They inhabit a military base that's now one of the world's largest. The name: "Camp Justice."

Remember LBJ was responsible for USS Liberty as well. I do not believe JFK would have gone along with this.

If it was anything, it would have been a 'courtesy hit.' The CIA came out of the OSS, which came out of MI6, or, if you perfer, British Intelligence (now there's a non-sense statement; reminds me of Military Intelligence!).

Just as it was a courtesy that permitted the CIA into the long time monopoly that the Brits had on moving so-called illegal drugs around the world.

Think about it as wolves fighting over who gets the better cuts of dead meat. While the beast is alive, its all cooperation and friendship..... after the death, well, not so much.
