If our commanders on the ground say we need more troops, I will send them. But our commanders tell me they have the number of troops they need to do their job.

Maybe because when you fire the commanders like Gen. Shinseki who say more troops are needed, the rest of the commanders get the message.

LBJ used to refuse Westmoreland's troop requests, then go on TV and say he was providing everything the military requested.

Third, we are working with the Iraqi Ministries of Interior and Defense to improve their capabilities to coordinate anti-terrorist operations.

Of course, the US has some experience in that area, having worked with the Iraqis in the Iran-Iraq war to provide them with targeting information for poison gas operations against the Iranians.
