NAJAF, Iraq, March 25 (Reuters) - Shi'ite cleric Moqtada al-Sadr called on Iraqis to stage sit-ins and threatened a countrywide "civil revolt" if attacks by U.S. and Iraqi security forces continue against his followers.

"We call upon all Iraqis to stage sit-ins all over Iraq as a first step. And if the people's demands are not respected by the Iraqi government, the second step will be to declare civil revolt in Baghdad and all other provinces," Sadr said in a statement read out by senior aide Hazem al-Araji.

He also threatened a "third step", but said it was too early to announce what that would be.

Iraqi security forces launched a major crackdown on militia, including Sadr's Mehdi Army, in the southern oil city of Basra on Tuesday.

Sadr declared a ceasefire last August and extended it in February, but his followers took to the streets in some Baghdad neighbourhoods on Monday and Tuesday to stage what they called a "civil disobedience campaign", ordering shops to shut.

"We call upon all the religious, political and social figures to intervene to stop the attacks against our people, which have been supported by occupation forces," Sadr said in the statement read out by Araji. (Baghdad newsroom)

Iraqi Forces Fight Sadr's Militia in Basra; 18 Killed (Update2)

March 25 (Bloomberg) -- Clashes between Iraqi forces and fighters loyal to Shiite Muslim cleric Moqtada al-Sadr left at least 18 people dead and 40 hurt in the southern city of Basra.

Civilians were among those killed in the fighting, which erupted early today as Iraqi troops and police carried out an operation against al-Sadr's militia, President Jalal Talabani's Patriotic Union of Kurdistan said on the party's Web site.

Al-Sadr threatened to instigate protests nationwide if the raids weren't stopped. ``If the government does not respect these demands, the next step will be civil protests in Baghdad and the provinces,'' his spokesman Hazam al-Aaraji said, reading a statement from the cleric at a news conference in Najaf aired on state television.

Al-Sadr had repeatedly urged fighters from the militia, the Mahdi Army, to obey a cease-fire declared in August. Some elements of the group continue to target rival militias and U.S.- led coalition forces.

Footage on state television showed plumes of smoke rising above the city as police and ambulances raced down otherwise empty streets.

Prime Minister Nuri al-Maliki pledged to instigate security operations in and around Basra after arriving in the city yesterday, state television reported. Basra has been plagued by the smuggling of ``oil and its derivatives, weapons, drugs and other prohibited materials,'' and the government ``is firmly resolved to restore security and stability and to impose law,'' al-Maliki said today in a statement carried by state television.

Struggle for Dominance

Rival Shiite groups including al-Sadr's followers, the Supreme Islamic Iraqi Council and the Fadhila party have clashed in a struggle for dominance in the southern oil hub.

The U.K. military transferred responsibility for the city to Iraqi forces in December and weren't involved in today's operation.

The U.S. military has said it's open to negotiations with al-Sadr's followers. Prior to the cease-fire, the U.S. viewed the Mahdi Army as ``the most dangerous accelerant of potentially self-sustaining sectarian violence in Iraq,'' the Defense Department said in a 2006 report.

Of the many stupidities perpetrated by the Bush administration, a "young democracy" may have been the most ridiculous.

A "young Republic" might have at least stood a ghost of a chance.

The "new democracy" nonsense was an open invitation to a "Saddam II" of one stripe or another..

Who was firing on the Green Zone the other day to cause the 4 U.S. deaths and bring our death toll to 4,000?

"The high security green zone, where the U.S. embassy is located was also repeatedly attacked with mortars and rockets.

Analysts attribute the attacks in the green zone to the fraying ties between the Mahdi army — a Shia militant group loyal to cleric Moqtada al-Sadr — and the Americans."

The four Americans were killed by roadside bombs in southern Baghdad.

Small wonder the Brits went home.
