VIOLA, Wis. (AP) — A landowner with "strong anti-government attitudes" barricaded himself in his rural home Thursday and fired shots at SWAT officers trying to search his home and arrest him, authorities said. No one was injured.

The dispute started Monday when Richland County sheriff's deputies tried to serve Robert Bayliss, 60, with a lawsuit seeking to evict him for failure to pay property taxes back to 2001 on his home and 18 acres, Richland county counsel Benjamin Southwick said.

The county took ownership of the land in November because of the unpaid taxes, Southwick said.

Rifle shots were fired at officers who went to the property Monday, said Darin Gudgeon, the Richland County emergency management director. On Thursday, SWAT officers used an armored vehicle to try to serve the search and arrest warrants but encountered shots and ended up in a standoff, Gudgeon said.

No one has been hurt, he said.

"We are still trying to open up lines of communication," Gudgeon said Thursday. The landowner was alone and had barricaded himself inside the home, he said.

Bayliss was known as "a person who had very strong anti-government attitudes and beliefs" and who would carry a rifle and show it, Southwick said.

He owes $5,647 in delinquent taxes and interest on the land and has not paid the taxes for seven years, according to the county treasurer's office.

Viola is a town of about 700 people 70 miles northwest of Madison.

In October, a New Hampshire property where two tax evaders holed up for months refusing to serve prison sentences was cleared of explosives and seized by the federal government. Ed and Elaine Brown are serving five years in prison.

This article closes by mentioning Ed and Elaine Brown doing 5 years after being arrested by the feds. The guy in this article is being thrown out by his county, not the feds. The past due tax is on his property, which is likely paid for, and has nothing to do with the federal government.

A home on 18 acres has to be worth a lot more than the $5647.00 allegedly owed.

The amount claimed to be owed probably includes penalties and interest added to the actual amount; that may have been illegally applied.

Local Patriots should at least investigate and consider pooling some funds to free the property and let the owner remain there. There has to be a solution to this problem without anyone getting killed over a $5700.00 tax bill.

Is he getting a senior's discount? Looks like his bill is like $500/yr on 18+ acres.

Looks like a situation that could be averted pretty easily. The Tax could be liened against the property by the County instead of this situation ... I don't blame the guy for shooting at them.

Sure, but then we wouldn't know how low the property taxes are there.

This looks like it would be a great place to live ... it's close to the state line, the average income is pretty low, women outnumber men by about 15%, population is 98.5% WHITE [low crime], it's in the southwest portion of Wisconsin and is about 20% water (lakes ponds etc).

It looks like the area is dwindling but might be a great place to get settled before the shit hits the fan.

I'd like to talk to this guy about buying half for his back taxes.

Move in, and then start fucking with the county over anything and everything until they have a change of attitude. Or, run for Sheriff.

The Wisconsin Constitution has references to Allodial Title and that may be what this guy is hanging his hat on.

He better check his title, though. It probably says "fee simple" on it.

There is really no such thing as title in allodium in the US anymore.

UPDATE:

Wisconsin Standoff Ends With Surrender

A landowner with "strong anti-government attitudes" surrendered after a daylong standoff with police Thursday that included a gunfire exchange, tear gas and a house fire, authorities said. No one was injured.

Officers who tried to contact 60-year-old Robert Bayliss in the afternoon were fired upon, then returned fire and deployed tear gas, according to Darin Gudgeon, emergency management director for Richland County in southwestern Wisconsin.

Then a fire started in the home; Bayliss surrendered soon afterward and was taken into the custody of the Richland County Sheriff's Department, said Gudgeon, a deputy with the department.

The fire had been contained Thursday evening. The cause remained under investigation, Gudgeon said.

He faces a charge of intentionally pointing a firearm at a law enforcement officer, and sheriff's Lt. Bob Frank said other charges could be filed. He did not know whether Bayliss had a lawyer.

The dispute started Monday when deputies tried to serve Bayliss with a lawsuit seeking to evict him for failure to pay property taxes back to 2001 on his home and 18 acres, Richland county counsel Benjamin Southwick said.

The county took ownership of the land in November because of the unpaid taxes, Southwick said.

Rifle shots were fired at officers who went to the property Monday, Gudgeon said. On Thursday, SWAT officers used an armored vehicle to try to serve search and arrest warrants but encountered shots and ended up in the standoff, Gudgeon said.

Officers tried to talk to Bayliss with a bullhorn because he did not have a telephone, Frank said.

Bayliss was known as "a person who had very strong anti-government attitudes and beliefs" and who would carry a rifle and show it, Southwick said.

He owes $5,647 in delinquent taxes and interest on the land and has not paid the taxes for seven years, according to the county treasurer's office.

The home is south of Viola, a town of about 700 people 70 miles northwest of Madison.

In October, a New Hampshire property where two tax evaders holed up for months refusing to serve prison sentences was cleared of explosives and seized by the federal government. Ed and Elaine Brown are serving five years in prison.

I'm beginning to think that the primary problem with securing an actual allodial title is the fake money ie., FRNs ... debt instruments without real value prevent true ownership and demand tax payments.

Looks like they burned the guy out or he set fire to the place.

The real problem with securing allodial title is the 5th Amendment and its reference to eminent domain.

A true title in allodium cannot be seized by a Governmental entity nor can the land's use be regulated by a zoning commission.

Renegade governments pay little attention to rules or laws.

Whether this country was ever really user friendly is debateable, in my opinion. Yet, I'd readily admit it appears to have been much friendlier in the past than it is today.

Corporate fictions operating under the color of law, financed by fiat-privately owned currency have no obligation to constitutions and little respect for laws.

Until the people of this country understand that participation in the system obligates them to adhere to THEIR fictions and reality is inapposite.

We've allowed the federal (corporate not national) government to install commercial law over our common-law through the funny money system.

Much of what made complete sense under common law is barred by commercial law.

All of the debate on subjects like opposition to gay marriage will not stand up under the commercial framework in place. It's just a matter of time. Materialism and a worldly application of law in a secular world (which is what commerce is) turns common law on its head. (Kills it).

No shit ... they spent more on a one day SWAT action than the bill for taxes amounted to.

Depends on what those 18 acres are. If they're heavily forested with no roads, no public access, no utilities, then they go pretty cheap. Could be swampland, too, who knows?

Shut your whore mouth, Mr. President.

It's just a matter of time.

Once we let them go to the "living, breathing" Constitution, it was all over. The whole "if it *affects* interstate commerce..." thing was the final nail in the coffin.

We're bailing out the subprime mortgages. Where is that in the Constitution?

Aiya.....

My proposed Constitutional Amendment simply adds these words to the commerce clause:
limited only to the regulation of tariffs between the entities before mentioned and limited to the inspection and actual movement of goods

There goes 90% of the FedGov with that alone.

America is not at war. The military is at war. America is at the mall and the Congress is out to lunch.
