“When the history is written, it will be said this is a safer country and more hopeful world because George Bush was president,” Cheney said.

If a President with a 20% approval rating who inherited a surplus and turned it into an unprecedented deficit makes people hopeful, I'd hate to see what it will take to make them pessimistic.
