WATERLOO--- Normal operations on the National Cattle Congress fairgrounds have been suspended for most of May as the federal government has leased out virtually the entire facility for a training exercise, NCC general manager Doug Miller said Saturday.

Miller said he could release few details. But activity on the NCC fairgrounds was apparent Saturday, as contractors installed massive generators adjacent to many buildings on the NCC fairgrounds and windows of many of the buildings were covered up, blocking views of any work going on inside. A number of large mobile home-size trailers also have taken up residence on the site in the past several weeks.

Miller said the federal government is leasing the fairgrounds through May 25 under an agreement approved by the NCC board. He and others close to NCC said no entity has leased out the entire fairgrounds for that long a period.

He said it is his understanding that access to the NCC fairgrounds will be restricted beginning Monday, except for next weekend's Cedar Falls High School prom at Electric Park Ballroom.

Miller said he has primarily been dealing with the U.S. General Services Administration on the arrangements, and that his physical facilities staff have been cooperating with federal officials on logistics and setup for the exercise.

Miller said that, other than GSA, he could not identify which agencies are involved in the exercise. But an individual on site Saturday who identified himself as an employee of the U.S. Immigration and Customs Enforcement referred inquiries to ICE officials in Minneapolis, who could not immediately be reached Saturday.

Miller also was referring inquiries to federal officials in Cedar Rapids, and NCC board member Tunis Den Hartog said it was his understanding the Federal Emergency Management Agency was involved.

ICE and FEMA are both under the U.S. Department of Homeland Security. On April 24, FEMA announced it is conducting a national level exercise in May designed "to exercise national capabilities to prepare and respond to multiple incidents including both natural disasters and terrorist incidents." The exercise is to be conducted every five years.

While the exercise scenarios involved disasters or terrorist attacks on the East or West coasts, the locations where the exercises were to be conducted were not specified. Communications capabilities and interagency coordination were among the items to be tested.

Miller said while regular weekly events, such as bingo at the NCC Pavilion, have been halted, overall disruption to most NCC events had been minimal. City Council member Harold Getty, a board member for the ASPIRE Therapeutic Riding Program on the fairgrounds for disabled individuals, said that activity has temporarily relocated. Miller also said organizers of the Sunrise Exchange Club Petting Zoo will be allowed access to make preparations for the zoo's scheduled opening later in the month.

Today's performance of the Royal Lippizaner Stallions at McElroy Auditorium will be one of the last major public events prior to federal officials taking control of the fairgrounds for the exercise, which may involve up to 800 people.

But now that exercises are known to be covers for false flag terrorist attacks, posts like this will go a long way in proving government complicity if an attack did occur, and a whole bunch of non believers will be forced to open their eyes.

I don't think we really need any more proof even though I do understand other peoples need to do so. It doesn't appear to me that the fed gives a rats ass what we prove or even what we think about anything. They're content to watch a bunch of morons debate the non-issues like this bullshit election, or "bozoing" someone on a blog. What fucking nonsense.

I'm trapped in a tractor for much of the day and there aren't any micro broadcasters around here so I listen to the mainstream radio jerks like Limbaugh, Medved, Hannity, Beck and Savage. These unamerican sons of bitches talk about nothingness for 3 hours every day.

Many of us that quit drinking the kool-aid are still doing nothing other than waiting for another shoe to drop.

Some of Mr. Clark’s many assignments included, Assistant Special Agent in Charge of the Criminal Division New York Office, in 1991 and in January 1994, Mr. Clark was assigned to manage all counter-terrorism investigations in the New York Office. Later in June 1994, he was designated Special Agent in Charge of the Criminal Division of the New York FBI Office. In December 1994, he was named Special Agent in Charge of the San Antonio FBI Division and on July 2, 1996, FBI Director Louis Freeh appointed Mr. Clark as the Special Agent in Charge of the Houston Division, one of the FBI’s Top Ten Field Divisions, the position he held until his retirement.

Mr. Clark serves as a Director on the Houston Parks Board, Houston Children’s Charity Board, D.A.R.E. (Drug Awareness) Board and The Small Business Administration Advisory Board. He is also a member of the Houston Livestock Show and Rodeo and serves as a Vice Chairman in the Black Go Texan Committee.

Mr. Clark is a member of the International Association of Chiefs of Police and the National Organization of Black Law Enforcement Executives. While in the FBI, he attended the FBI’s Executive Development Institute, was a trained SWAT member, bombing instructor, and police-training instructor. He has numerous achievements, including high school class valedictorian, Who’s Who in America’s Colleges and Universities, Distinguished Military Graduate, receiving a regular Army commission, and many awards and recognitions from both the U.S. Army and the FBI. The most notable are the U.S. Army Air Medal for Combat Assaults and two Bronze Stars for Bravery while serving in Vietnam. He received the FBI Medal for Meritorious Achievement during law enforcement action, and in July 2000 he also received the U.S. Attorney General’s highest Award for Excellence for his efforts in the investigation and prosecution of those involved in the James Byrd, Jr. Hate Crime Murder in Jasper, Texas in 1998.

Mr. Clark retired from the federal government on February 3, 2000 after 35- years of service. He served nine and a half years as a commissioned Infantry Officer in the U.S. Army, achieving the rank of Captain. His service included a combat tour of duty in South Vietnam and he was later selected by the Chief of Staff of the Army to command an Airborne/Ranger Company in the First Ranger Battalion.

Mr. Clark is a native Texan. He graduated from Prairie View A&M University with a Bachelors Degree in Engineering, completed course work for a Masters Degree in Public Administration at Long Island University, New York and graduated from the John F. Kennedy School Of Government Harvard University.
